City of Barstow

A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Getting this wrong costs the whole submittal, because every requirement below belongs to whoever actually holds jurisdiction. Check the overlays in the same pass: an HOA, a historic district, a windstorm certification or a system-size cap can reshape the design, and all of them are cheaper to find now than after the array is laid out.

• Is a Specific Use Permit or Council approval ever required? Conditionally yes. BMC §15.10.040(b)-(c): the building official may require a use permit if the solar install could have a 'specific, adverse impact' on public health/safety (denial then requires written findings). Separately, the zoning code (BMC §19.06.090(d)) requires a Conditional Use Permit for: ground-mounted solar in multi-family residential districts; ground-mounted/'solar farm' installs in commercial and industrial districts; and any concentrated-PV/concentrated-solar/parabolic-mirror system. • Is there a system-size cap on residential generation? 10 kW AC nameplate / 30 kW thermal — but this is a GATE for the expedited/streamlined review pathway (BMC ch. 15.10, tracking the AB 2188-era Gov. Code §65850.5 definition), not an absolute ban: larger residential systems are still permittable via standard (non-expedited) plan review. Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.

Almost everywhere wants a site plan, a one-line or three-line electrical diagram, equipment cut sheets with listings, and a structural attachment detail. Build it against the published checklist rather than the last jurisdiction you worked in — the checklist is what the reviewer marks against.

Most authorities now take the whole application through a portal, and several states cap or constrain what a residential solar permit may cost. Check whether plan check is billed separately before you quote the job.

Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

Parallel/no strict dependency for a baseline PV-only install (SCE interconnection is a separate, concurrent application/approval process); becomes 'Before permit' specifically for the panel-upgrade or meter-relocation portion of a project, where 'SCE meter location approval is required' before that work proceeds. 75% · authority page

The NEC edition a jurisdiction enforces is often a cycle behind the newest one published, and local amendments sit on top of it. Rapid shutdown, conductor sizing and labelling all change between editions, so the edition in force is the first thing to establish, not the last.

• Which NEC edition is in force? Practically, the 2020 NEC as adopted via the 2022 California Electrical Code — every dated 2025 city document (Expedited Solar handout, EVCS checklist, Building Permit Application) cites 'the 2022 California Electrical Code' as current. However, the literal codified text of BMC §15.08.010 (as codified through Ord. No. 1033-2025, Supplement 10, current as of this check) still lists 'The California Electrical Code, 2019 Edition' for Part 3 — an apparent drafting error carried over from Ordinance No. 1021-2023, whose title announces 'ADOPTING BY REFERENCE AND AMENDING THE 2022 EDITION' but whose own operative §1 text (verified from the ordinance PDF) never updated the individual code-part citations from '2019 Edition.' Ridge setbacks and roof access pathways are fire-service requirements and they constrain the array layout. They are the most common cause of a redesign after the fire department comments on a plan set.

• What ridge setback and access pathways are required? No local numeric override found. The zoning code expressly defers residential roof-mounted-solar setbacks to 'the latest adopted California Residential Code Section R331 — Solar Photovoltaic Panels/Modules,' and defers non-residential installs to 'the latest solar photovoltaic installation guidelines as adopted by the California fire marshal' (BMC §19.06.090(f)(1)c). BFPD's own Ordinance 30-2023 amendments to CFC Chapter 6 (Electrical) touch only heating equipment, not §605.11 (Photovoltaic Systems) — control-checked, no local ridge-setback/pathway amendment exists. 85% · municipal code

Which rapid-shutdown rule applies follows directly from the NEC edition in force, and the initiation device has to be at a location the fire service can reach and identify. This is inspected, and it is labelled.

• Is rapid shutdown required, and to which NEC edition? Rapid shutdown is required under the adopted California Electrical Code (practically the 2022 CEC per current city documents, though the codified BMC text lags — see Q29). No Barstow document cites CEC §690.12 by section number; the Expedited Solar handout only references 'CEC, Sections 690 and 705' broadly for equipment labeling. The NEC sets a baseline for permanent markings at the service equipment and the disconnecting means. On top of that, an authority may specify its own wording, and the utility may specify more again. Where any of them writes its own text, a generic off-the-shelf label set will not pass — this is the detail most often fixed on a return visit.

• Is a site plan / facility map placard required, and what must it show? A roof-layout diagram is required as part of the SUBMITTAL (not confirmed as a posted placard): it must show 'the roof layout of all panels, modules, roof mount locations, clear access pathways and approximate locations of electrical disconnection means and roof access points,' plus existing roof vents, HVAC units and other rooftop appliances/structures. • Where must the labels be placed? At the DC disconnect (PV power-source sign), at the AC point of connection, and at the switch for the alternative power system; general practice also requires electrical boxes be 'accessible' at time of inspection. 75% · authority handout

Where the AC disconnect must sit relative to the meter is usually the utility's rule, not the building department's. Battery storage frequently carries its own permit, its own inspection and its own fire conditions.

• Must equipment be on a specific approved list? Effectively yes, via standard CEC/CFC listing requirements rather than a separate city-maintained approved-products list — the inspection checklist confirms 'product certification (listing) by a recognized qualified electrical testing laboratory' for equipment, and the submittal requires 'equipment cut sheets including inverters, modules, AC and DC disconnects, combiners and wind generators.' 65% · authority handout
• Are batteries permitted, and under what conditions? Permitted, but WITHOUT battery storage is a condition of eligibility for the expedited/streamlined 10kW pathway: Eligibility Checklist, General Requirements item D — 'Solar system is utility interactive and without battery storage.' Systems with battery/ESS therefore route to standard (non-expedited) plan review. • Is there a separate ESS permit or inspection? Not clearly established as a distinct, named permit type. Exclusion from the expedited pathway (Q45) implies ESS goes through standard building/fire plan review and inspection rather than a separately-labeled 'ESS permit,' but the current Master Fee Schedule (eff. 1 Jun 2026) carries NO distinct battery/ESS fee line at all — despite the Expedited handout's statement that 'additional fees' exist for energy storage systems. Booking is a portal, a phone call or an email depending on the authority, and the notice required is rarely zero. Book before the work is finished rather than after — the lead time, not the work, is usually what sets the date.

Some authorities inspect their own solar work; some delegate it, and a few do not inspect the PV equipment itself at all. Who is coming determines what they will look at.

A rough-in or mid-roof inspection, where one is required, has to happen before the work it covers is closed up. Missing a stage means opening something back up, and it is the most expensive kind of correction.

Building Permit issued (and Electrical Permit if a panel upgrade is included) -> system installed -> one consolidated final inspection covering building/electrical/fire items together -> approval. The approved plan set, the permit, and the equipment listings should be on site and reachable. Inspectors routinely verify that installed equipment matches what was approved, and that the labels are the ones the plan set promised.

Yes — an itemized 'Common points of inspection' list (module/model match, grounding, workmanlike installation, sign/label verification, equipment-rating cross-checks) is published within the city's Expedited Solar Photovoltaic Permitting handout, functioning as the inspection checklist even though it is not issued as a separately-titled document. 80% · authority handout

Permit holders must be able to show field conformance with all technical requirements and the approved plans at inspection; contractors 'must furnish ladder for requested inspections' (no city-supplied ladder). Passing gives you a final or an equivalent sign-off. That is not the same as permission to operate: PTO comes from the utility, and who tells the utility the inspection passed varies. A system left switched off for weeks is usually waiting on this handover.

• Is there a re-inspection fee? $77.00 per hour (general Reinspection Fee, current Master Fee Schedule; not a solar-specific line). A higher $309.00 rate applies for reinspections requested outside normal business hours. 75% · fee schedule
• How are corrections issued and cleared? For an incomplete application, the Building Department must issue a written correction notice within the same 3-business-day review window, detailing all deficiencies and any additional information needed for expedited issuance.
