  1. Confirm who has a say over your address

A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Getting this wrong costs the whole submittal, because every requirement below belongs to whoever actually holds jurisdiction. Check the overlays in the same pass: an HOA, a historic district, a windstorm certification or a system-size cap can reshape the design, and all of them are cheaper to find now than after the array is laid out.

  2. Check who is allowed to apply

Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.

    • Who is allowed to pull the electrical permit? Either 92% · municipal code
    • Is a homeowner permitted to self-install and self-permit? Yes 90% · municipal code
  3. Build the submittal package

Almost everywhere wants a site plan, a one-line or three-line electrical diagram, equipment cut sheets with listings, and a structural attachment detail. Build it against the published checklist rather than the last jurisdiction you worked in — the checklist is what the reviewer marks against.

    • Is an electrical PE stamp required, and at what threshold? Yes — threshold: service over 400A or 600V, or building area exceeding 15,000 sq ft 90% · municipal code
  4. Apply and pay

Most authorities now take the whole application through a portal, and several states cap or constrain what a residential solar permit may cost. Check whether plan check is billed separately before you quote the job.

    • Which permit portal does this authority use? CivicPlus resident portal (fowlerca.civicpluswebopen.com), which lists a 'Permits & Inspections' module; the published paper 'Application for Building Permit' form directs email submission to development@ci.fowler.ca.us 60% · authority portal page
  5. Plan review — and start the utility in parallel

Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

    • How long is an issued permit valid before it expires? 180 days (standard CBC default; no local amendment changes it) 60% · municipal code (inference)
    • Which utility handles interconnection here? Pacific Gas & Electric (PG&E) 95% · authority page

Q1 Is this authority the AHJ for residential solar at this address? Core Jurisdiction & scope

Yes

Why the confidence is not higherCity's own Building page identifies an in-house Building Official who 'conducts building permit review and building inspections' and 'ensures compliance with regulations set forth in the Fowler Municipal Code.' FMC §8-2.03(a) separately vests electrical administration/enforcement in the same Building Official.

Q2 What does this authority permit itself, and what does it delegate? Core Jurisdiction & scope

Both

Why the confidence is not higherFMC §8-1.03 (Building Code) and §8-2.03(a) (Electrical Code) both state the chapter 'shall be administered and enforced by the Building Official' — an in-house, city-employed position (Fred Vasquez). Fire is delegated to Fresno County FPD (see jurisdiction block) but fire has no residential-PV touchpoint per FCFPD's own scoped Solar Standard.

Q3 Is a permit required for a residential rooftop PV system? Core Jurisdiction & scope

Yes

Why the confidence is not higherFMC §8-2.12(a) requires a permit for 'any electric wiring' with narrow enumerated exceptions (none of which cover a new PV system), and the Building Code chapter (§8-1.01) fully incorporates the current CBC, which requires a building permit for a rooftop PV installation. No solar-specific exemption from the general permit requirement was found.

Q4 Is there a separate electrical permit, or is it combined? Core Jurisdiction & scope

Combined

Why the confidence is not higherThe City's own 'Application for Building Permit' form (rev. Aug 2022) has a single 'TYPE OF PERMIT' checkbox row for BUILDING / ELECTRICAL / FENCE / MECHANICAL / OTHER / PLUMBING under one 'PERMIT #' field, i.e. one application/permit record covers the trades for a project. This is the form itself, not a separate ordinance stating 'combined,' so confidence is capped at inference-from-document level.

Q5 Who is allowed to pull the electrical permit? Core Who may apply

Either

Why the confidence is not higherFMC §8-2.14 states electrical permits 'may be issued only to: (a) Owners of single-family dwellings when the work... is to be on a dwelling occupied by the permittee; (b) Electrical contractors holding a valid State Electrical Contractor's license; (c) Governmental agencies; (d) State licensed general contractors; and (e) Persons employing maintenance electricians.' This directly covers both owner-occupants and licensed contractors.

Q6 Must the contractor be registered with this authority before applying? Core Who may apply

Nothing published by this authority.

Where we lookedFMC Title 8 (Building/Electrical chapters) for a contractor-registration-with-city requirement tied to permit issuance, and the City's Master Fee Schedule Business License section (which lists an annual $60 'Building contractors' business-license fee, Reso 2584, 8-2-22) for whether holding that license is a prerequisite to obtaining a permit. Title 3 (Business Licenses) chapter's general-provisions articles (§3-1.101–.102) were located but their leaf content did not load via the Municode content API within this session; could not confirm the linkage.

Q7 Is a homeowner permitted to self-install and self-permit? Who may apply

Yes

Why the confidence is not higherFMC §8-2.14(a) explicitly permits 'Owners of single-family dwellings' to obtain the electrical permit themselves 'when the work for which the permit is sought is to be on a dwelling occupied by the permittee' — i.e. an owner-occupant may self-permit.

Q14 Is an electrical PE stamp required, and at what threshold? Engineering & stamps

Yes — threshold: service over 400A or 600V, or building area exceeding 15,000 sq ft

Why the confidence is not higherFMC §8-2.11 ('Engineered plans'): 'Where the service is over 400 ampere rating or 600 volts, or the area of the building is in excess of 15,000 square feet, the plans shall be prepared by an electrical engineer licensed by the State, except as provided in Section 6737.4 of the Business and Professions Code.' This is not solar-specific but is the only electrical PE-stamp threshold in the code and would apply to any qualifying service/PV interconnection work.

Q15 What does a residential solar permit cost? Core Fees

Nothing published by this authority.

Where we lookedThe City's Master Fee Schedule PDF (full text extracted and read — Planning fees Exhibit A, Development Impact Exhibit B, then Business License, Community & Economic Development/Code Enforcement, New Development Impact, City Clerk, Fire [cross-refers to FCFPD], On-Street Parking, Public Works x3, Water, Police sections) contains NO Building or Electrical permit fee section at all (control-checked: 'permit' 22 hits, 'electrical' 0 hits). The only electrical fee table found is the stale 1980 flat-rate table at FMC §8-2.17 (square-footage tiers from $18.50–$64, unrevised since Ord. 79-12), which does not address PV/solar and may or may not still be the operative fee.

https://www.fowlercity.org/media/4941

Q16 How is the fee calculated? Core Fees

Nothing published by this authority.

Where we lookedSame Master Fee Schedule PDF as Q15 (no Building/Electrical section at all) and FMC §8-2.17 (a flat square-footage table, not solar-specific). The Building Permit Application form has a 'MANUAL VAL Y/N' checkbox suggesting building fees may be manually valuation-based, but this is circumstantial, not a stated method.

Q18 What is the stated plan-review turnaround? Core Timeline & validity

Nothing published by this authority.

Where we lookedBuilding page and Building Permit Application PDF — neither states a plan-review turnaround time for Building/Electrical permits. (FCFPD's own FAQ states its unrelated fire-plan-review turnaround as '3-4 weeks,' but FCFPD's Solar Standard is scoped to commercial ≥5MW only and does not apply to typical residential rooftop PV, so that figure is not applicable here.)

https://www.fowlercity.org/building

Q19 How long is an issued permit valid before it expires? Timeline & validity

180 days (standard CBC default; no local amendment changes it)

Why the confidence is not higherFMC §8-1.01 adopts the CBC 'in their entirety,' and the only listed local amendments to Chapter 1 are §8-1.02 (definitions), §8-1.03 (administration), §8-1.05 (enforcement) and §8-1.06 (mailboxes) — no amendment to the CBC's standard permit-expiration section (105.5, 180 days) was found. This is an inference from an unamended adoption, not a locally stated number.

Q24 Is a HOA or architectural approval required first? Overlays & special cases

No

Why the confidence is not higherNo HOA or architectural-review requirement is imposed by the City itself; the Zoning Ordinance (all 7 Articles checked) contains no HOA/ARC reference. Any such requirement would come from a private HOA's own CC&Rs, which the City does not administer or enforce as AHJ.

Q25 Is there a historic-district review? Overlays & special cases

No

Why the confidence is not higherThe Zoning Ordinance's Overlay Zones chapter (§9.145) establishes only a 'Highway Beautification Overlay District' and 'Planned Development Overlay Districts' — no historic-preservation overlay or district exists. A full-text search of all 7 zoning Articles for 'historic' returned only incidental references (California Register of Historical Resources in density-bonus/ADU contexts), never a review requirement tied to a permit.

Q26 Is a wind or windstorm certification required? Overlays & special cases

No

Why the confidence is not higherNo wind/windstorm certification regime (of the sort seen in Texas/Florida coastal jurisdictions) appears anywhere in Fowler's Building or Electrical Code chapters. California does not generally use this mechanism; no Fowler-specific statement to the contrary was found.

Q27 Is a Specific Use Permit or Council approval ever required? Overlays & special cases

No, for residential-serving solar

Why the confidence is not higherThe Zoning Ordinance's Residential Zones use table (§9.120.030) lists 'Solar Facilities, Residential' as 'M' (Ministerial) in all three residential zoning districts. Article 7's definitions (§9.145... under ZOOR_ART7DE) clarify 'Solar Facilities, Residential' is defined by WHO it serves (a residential user on the same site, roof- or ground-mounted) not by size — and is ministerial, not requiring a CUP or Council action. (By contrast 'Solar Facilities, Non-commercial' — a system serving a NON-residential use — requires a Major CUP in residential zones, and 'Solar Facilities, Large/Commercial' i.e. utility-scale, is not allowed at all in residential zones.)

Q28 Is there a system-size cap on residential generation? Overlays & special cases

No codified numeric kW cap found for residential solar

Why the confidence is not higherThe Zoning Ordinance's definition of 'Solar Facilities, Residential' (Article 7, Definitions) is scoped by USE (serves a residential user on the same site) and by mounting type (roof-mounted/integrated or ground-mounted), never by a wattage/kW threshold. Title 8 (Building Regulations) has no separate small-residential-solar chapter of the AB 2188/SB 379 10kW-AC-cap style found in many other CA cities. Absence confirmed by reading the full definitions article and the full Title 8 chapter list.

Install 5 steps · 20 questions
  1. Build to the code editions actually in force here

The NEC edition a jurisdiction enforces is often a cycle behind the newest one published, and local amendments sit on top of it. Rapid shutdown, conductor sizing and labelling all change between editions, so the edition in force is the first thing to establish, not the last.

    • Which NEC edition is in force? 2020 85% · municipal code (adopting ordinance)
    • Which building code edition is in force? Self-updating 'current edition' — currently the 2025 California Building Code (Title 24, Part 2) 75% · municipal code (adopting ordinance)
    • Which fire code edition is in force? Contradictory/stale: Title 8's own Building Code chapter (§8-1.01) says it adopts 'the California Fire Code, current edition... as more specified in Chapter 14.35' — but there is no Chapter 14.35 anywhere in Fowler's code (Title 8 Ch.14 is Grading), and Fowler's actual codified Fire Prevention chapter (Title 4, Ch.3, Art.1) is still the 1994 Uniform Fire Code (published by the International Fire Code Institute), unrevised since Ord. 94-8 (1995). Fire enforcement is in practice contracted to Fresno County FPD, whose current fire-code edition was not independently confirmed. 55% · municipal code (direct text, two conflicting sections)
    • Are there local amendments to any of the above? Yes 85% · municipal code
    • What is the installation judged against? The adopted state codes as codified/self-updating (2025 CBC/CRC/CPC via 'current edition' language; 2022 CEC based on the 2020 NEC per the un-refreshed Electrical Code chapter) plus UL/NRTL equipment listing implied by the electrical code's general safety standard. 65% · municipal code (composite)
  2. Fire access, setbacks and pathways

Ridge setbacks and roof access pathways are fire-service requirements and they constrain the array layout. They are the most common cause of a redesign after the fire department comments on a plan set.

  3. Rapid shutdown

Which rapid-shutdown rule applies follows directly from the NEC edition in force, and the initiation device has to be at a location the fire service can reach and identify. This is inspected, and it is labelled.

    • Is rapid shutdown required, and to which NEC edition? Rapid shutdown is required under NEC 690.12, per the locally adopted 2020 NEC (via the 2022 CEC) 65% · inference from adopted code edition
  4. Labels and placards

The NEC sets a baseline for permanent markings at the service equipment and the disconnecting means. On top of that, an authority may specify its own wording, and the utility may specify more again. Where any of them writes its own text, a generic off-the-shelf label set will not pass — this is the detail most often fixed on a return visit.

  5. Disconnect, storage and listed equipment

Where the AC disconnect must sit relative to the meter is usually the utility's rule, not the building department's. Battery storage frequently carries its own permit, its own inspection and its own fire conditions.

    • Must equipment be on a specific approved list? Yes (implied) 55% · municipal code (inference)
    • Are batteries permitted, and under what conditions? Batteries/ESS are not separately addressed by any local Fowler or FCFPD ordinance; whatever the adopted state code (CRC/CFC 'current edition') provides by default governs 55% · fire agency fee schedule (control-checked absence)
    • Is there a separate ESS permit or inspection? No separate ESS permit or inspection line found at either the City or FCFPD level 55% · authority fee schedule (control-checked absence: 'permit' 22 hits, no ESS/battery line)
    • Is a ground mount treated as a structure? Not treated as a separate use classification — the Zoning Ordinance places ground-mounted and roof-mounted residential PV in the SAME 'Solar Facilities, Residential' ministerial use category; standard accessory-structure/setback rules under Article 4 would apply to physical placement, though no PV-specific ground-mount rule exists 60% · municipal code (zoning definitions)

Q29 Which NEC edition is in force? Core Code editions in force

2020

Why the confidence is not higherFMC §8-2.01: 'the 2022 California Electrical Code (CEC)... which incorporates the adoption of the 2020 edition of the National Electrical Code, is hereby adopted...' (amended by Ord. No. 2023-06, §5, 4-18-2023). Unlike the Building/Residential/Plumbing chapters (which were refreshed by Ord. 2025-03 on 6-17-2025 to self-updating 'current edition' language), the Electrical Code chapter was NOT touched by that 2025 amendment and, per the Municode supplement current through Ord. 2026-02 (3-3-2026), is still pinned to the 2022 CEC / 2020 NEC — one full triennial cycle behind the 2025 CEC/2023 NEC that became the statewide baseline 1 Jan 2026.

Q30 Which building code edition is in force? Core Code editions in force

Self-updating 'current edition' — currently the 2025 California Building Code (Title 24, Part 2)

Why the confidence is not higherFMC §8-1.01: 'The City adopts... in their entirety, the California Building Code; the California Energy Code; and the California Green Building Standards Code; current edition... as promulgated by the California Building Standards Commission.' This section was itself amended 6-17-2025 (Ord. 2025-03) and retains the self-updating 'current edition' language rather than naming a fixed year, so it tracks whatever the CBSC's current statewide cycle is (2025 CBC, effective 1 Jan 2026) — unlike the pinned Electrical/Mechanical chapters (see Q29).

Q31 Which fire code edition is in force? Code editions in force

Why the confidence is not higherDirect text of FMC §8-1.01 references 'Chapter 14.35' for CFC specifics — a cross-reference that does not exist in Fowler's own numbering scheme (a likely uncustomized template artifact). Separately, FMC §4-3.101 (Title 4, Public Safety, Fire Prevention) still reads: 'that certain Code and Standards know as the Uniform Fire Code... being particularly the 1994 editions thereof.' Both sections were read directly and are current as of the Municode supplement through Ord. 2026-02 (3-3-2026). Confidence is capped because the practical/operative fire code (as applied by contracted FCFPD) was not independently verified.

Yes

Why the confidence is not higherTitle 8 carries numerous city-specific amendments/additions beyond the base state codes: §8-1.06 (mailbox standards), §8-2.02–§8-2.19 (locally drafted electrical administration, dangerous-equipment, permit-eligibility and fee provisions dating to Ord. 79-12), §8-2.11 (local PE-stamp threshold), etc.

The adopted state codes as codified/self-updating (2025 CBC/CRC/CPC via 'current edition' language; 2022 CEC based on the 2020 NEC per the un-refreshed Electrical Code chapter) plus UL/NRTL equipment listing implied by the electrical code's general safety standard.

Why the confidence is not higherCombines the Q29/Q30 adoption findings; no PV-specific installation standard chapter exists in Title 8, so the installation is judged against the general adopted state codes rather than a solar-specific local standard.

Q36 What ridge setback and access pathways are required? Core Fire pathways & setbacks

No residential ridge-setback or roof-access-pathway requirement found at either the City or the fire-agency level

Why the confidence is not higherFCFPD's own 'Solar Standard.pdf' (dated July 2026, downloaded and read in full via pdftotext) is titled and scoped entirely to 'Commercial Photovoltaic 5MW and Greater' — its 8 numbered requirements cover only perimeter fire-access roads, gate widths, turn radii and inverter-area fire extinguishers for utility-scale ground arrays. It contains nothing about residential rooftop ridge setbacks, pathways, or hip/valley clearances, and Fowler's own codified fire chapter (still the 1994 UFC) predates any such CFC-era pathway requirement. This is a proved absence from reading the actual current document, not a failed search.

Q37 Is rapid shutdown required, and to which NEC edition? Core Rapid shutdown

Rapid shutdown is required under NEC 690.12, per the locally adopted 2020 NEC (via the 2022 CEC)

Why the confidence is not higherInferred from FMC §8-2.01's adoption of the 2020 NEC (see Q29); no Fowler-specific amendment to or restatement of §690.12 was found — this is standard-code inference, not a locally quoted rapid-shutdown clause.

Q38 Which placards does this authority require at the service equipment? Core Labels Signage & labelling

No City- or FCFPD-specific placard requirement beyond whatever the adopted NEC/CFC generically requires (e.g. NEC 690 series labeling)

Why the confidence is not higherFull-text search for 'placard' across Fowler's Building Code, Electrical Code and Fire Prevention chapters (Title 8 Ch.1/2, Title 4 Ch.3) and FCFPD's Solar Standard and current fee schedule returned zero hits; a positive control ('disconnect') hit in the same documents, confirming the search mechanism worked.

Q39 Does the authority specify placard wording of its own? Core Labels Signage & labelling

No

Why the confidence is not higherSame control-checked absence as Q38 — no local placard-wording ordinance was found in any Fowler or FCFPD document reviewed.

municipal code (control-checked absence) checked 2026-08-31 https://library.municode.com/ca/fowler/codes/code_of_ordinances?nodeId=TIT8BURE_CH2ELCO

Q40 Does it specify letter height, colour or material? Core Labels Signage & labelling

No

Why the confidence is not higherSame control-checked absence as Q38/39 — no letter-height, colour or material specification for any placard was found locally.

municipal code (control-checked absence) checked 2026-08-31 https://library.municode.com/ca/fowler/codes/code_of_ordinances?nodeId=TIT8BURE_CH2ELCO

Q41 Is a site plan / facility map placard required, and what must it show? Core Labels Signage & labelling

No local facility-map/site-plan placard requirement found beyond the default NEC §705.10 requirement carried in by code adoption

Why the confidence is not higherNo Fowler-specific amendment adding or modifying a 705.10-style placard was located in Title 8 or Title 4; whatever applies comes from the adopted 2020 NEC itself, not a local rule.

municipal code (absence) checked 2026-08-31 https://library.municode.com/ca/fowler/codes/code_of_ordinances?nodeId=TIT8BURE_CH2ELCO

Q42 Does the UTILITY specify placards beyond the AHJ's? Core Labels Signage & labelling

Nothing published by this authority.

Where we lookedPG&E's own Rule 21/DG interconnection ('Greenbook') documentation was not opened in this session (out of scope of the city-side research given time); no Fowler city page cross-references utility placard specs

https://www.pge.com/en/about/doing-business-with-pge/interconnections/net-energy-metering-program.html

Q43 Where must the labels be placed? Core Labels Signage & labelling

Not locally specified; whatever the adopted NEC's own placement rules require

Why the confidence is not higherNo Fowler ordinance addresses label/placard placement; this follows the general absence documented at Q38–41.

municipal code (absence) checked 2026-08-31 https://library.municode.com/ca/fowler/codes/code_of_ordinances?nodeId=TIT8BURE_CH2ELCO

Q44 Must equipment be on a specific approved list? Equipment listing

Yes (implied)

Why the confidence is not higherNo dedicated 'approved equipment list' document was found, but FMC §8-2.01's adoption of the CEC/NEC carries the NEC's general listing (UL/NRTL) requirement for electrical equipment, which functionally requires listed equipment for PV components.

Q45 Are batteries permitted, and under what conditions? Core Battery / ESS

Batteries/ESS are not separately addressed by any local Fowler or FCFPD ordinance; whatever the adopted state code (CRC/CFC 'current edition') provides by default governs

Why the confidence is not higherNo battery/ESS-specific provision was found in Title 8 (Building/Electrical) or Title 4 (Fire), and FCFPD's own current fee schedule (control-checked, 'inspection' 52 hits / 'zzqqx' 0 hits) and its Solar Standard document both contain zero residential battery/ESS content.

fire agency fee schedule (control-checked absence) checked 2026-08-31 https://www.fresnocountyfire.org/files/ae3979c8a/2026+Fee+Schedule.pdf

Q46 Is there a separate ESS permit or inspection? Battery / ESS

No separate ESS permit or inspection line found at either the City or FCFPD level

Why the confidence is not higherSame absence as Q45 — no ESS-specific permit/inspection fee or procedure appears in the City's Master Fee Schedule or FCFPD's current fee schedule.

authority fee schedule (control-checked absence: 'permit' 22 hits, no ESS/battery line) checked 2026-08-31 https://www.fowlercity.org/media/4941

Q47 Is a ground mount treated as a structure? Core Ground mount

Not treated as a separate use classification — the Zoning Ordinance places ground-mounted and roof-mounted residential PV in the SAME 'Solar Facilities, Residential' ministerial use category; standard accessory-structure/setback rules under Article 4 would apply to physical placement, though no PV-specific ground-mount rule exists

Why the confidence is not higherArticle 7's definition of 'Solar Facilities, Residential' explicitly covers systems that are 'roof-mounted and integrated into the building design or ground-mounted' under one use category, both scored 'M' (Ministerial) in the Article 3 use tables. No separate 'accessory structure' trigger specific to ground-mount solar was found in Article 4 (Site Development Regulations).

Q48 Where must the AC disconnect be, relative to the meter? Core Utility equipment

Nothing published by this authority.

Where we lookedSame PG&E interconnection documentation gap as Q42; no Fowler-side document addresses AC disconnect placement relative to the meter

Inspection 5 steps · 14 questions
  1. Book it

Booking is a portal, a phone call or an email depending on the authority, and the notice required is rarely zero. Book before the work is finished rather than after — the lead time, not the work, is usually what sets the date.

    • How is an inspection booked? Phone or Email 90% · authority page
    • How much notice is required? By 4:00pm the prior business day for a next-day inspection (effectively ~1 business day notice) 88% · authority page
  2. Know who turns up

Some authorities inspect their own solar work; some delegate it, and a few do not inspect the PV equipment itself at all. Who is coming determines what they will look at.

    • Does this AHJ perform its own final solar inspection? Yes 90% · authority page
  3. Work the stages in order

A rough-in or mid-roof inspection, where one is required, has to happen before the work it covers is closed up. Missing a stage means opening something back up, and it is the most expensive kind of correction.

Nothing recorded for City of Fowler on this step yet — 2 questions checked and found unpublished. The guidance above is general.

  4. Have the paperwork on site

The approved plan set, the permit, and the equipment listings should be on site and reachable. Inspectors routinely verify that installed equipment matches what was approved, and that the labels are the ones the plan set promised.

  5. Sign-off, and permission to operate

Passing gives you a final or an equivalent sign-off. That is not the same as permission to operate: PTO comes from the utility, and who tells the utility the inspection passed varies. A system left switched off for weeks is usually waiting on this handover.

    • How are corrections issued and cleared? Written/verbal correction notice from the Building Official; permittee has 10 days to correct or the City may refuse further permits until corrected 70% · municipal code

https://www.fowlercity.org/building

Q52 Does this AHJ perform its own final solar inspection? Core Who inspects

Yes

Why the confidence is not higherThe Building page describes an in-house Building Official/Division handling 'building permit review and building inspections' directly, and FCFPD's own Solar Standard is scoped to commercial PV ≥5MW only (see jurisdiction block), so there is no fire-agency inspection component for a typical residential rooftop system — the City's own Building Division performs the entire final inspection.

Q57 Is there a published inspection checklist? Core What is checked

No

Why the confidence is not higherChecked all likely locations — the Building page's 'Supporting Documents' (only 'Instructions to Builders' and a 'CALGreen Construction/Demolition Guide,' neither solar-specific), the citywide Forms directory (no solar item among 40+ listed forms), and the 'Community Development, Building, and Planning Forms' page (only a generic 'Building Permit Application') — none contain a published solar-specific inspection checklist.

Q59 Is there a re-inspection fee? Corrections & re-inspection

Nothing published by this authority.

Where we lookedFull text of the Master Fee Schedule PDF (all department sections read, see Q15) and FMC §8-2.17's 1980 electrical fee table; no re-inspection fee line was found in either

https://www.fowlercity.org/media/4941

Q60 How are corrections issued and cleared? Corrections & re-inspection

Written/verbal correction notice from the Building Official; permittee has 10 days to correct or the City may refuse further permits until corrected

Why the confidence is not higherFMC §8-2.15(e): 'The failure on the part of any permittee to comply with any provision of this chapter or to correct any defect, error, or deficiency in the work within ten (10) days after notification thereof... shall be sufficient cause for refusal to issue any further permits to such permittee until such corrections have been made, inspected, and approved.' Not solar-specific, but this is the only codified corrections process and would apply to a PV job's electrical scope.

Q61 What is issued on pass? Core Final sign-off & PTO

Nothing published by this authority.

Where we lookedBuilding page and FMC Title 8 for a named final document/tag issued on passing inspection (e.g. 'Final,' 'Green tag,' Certificate of Occupancy); none of these terms appear tied to a solar/PV retrofit permit close-out in any Fowler document reviewed

Q62 Who notifies the utility for PTO? Core Final sign-off & PTO

Nothing published by this authority.

Where we lookedFMC Title 8 (Building/Electrical) chapters for an expedited-solar-permitting article of the kind other CA cities use to explicitly assign utility-notification responsibility (e.g. Fairfield's FMC §5.1.4.9(F)(2)); Fowler has no equivalent chapter, so no local statement assigning PTO-notification responsibility to the installer, AHJ, or utility was found

Jurisdiction & key facts

The standing 62-question set, answered for City of Fowler against this authority’s own published documents. Every answer carries the confidence it was recorded at and the document it came from. Where nothing is published we say so and show where we looked — a blank here is a finding, not a gap.

City of Fowler is the authority having jurisdiction 88% confidence
Holds
Both Building and Electrical, self-performed in-house by the City's own Building Official (Fred Vasquez, Community and Economic Development Dept.). Fire is NOT self-performed: the City of Fowler contracts with the Fresno County Fire Protection District (FCFPD) for fire protection, and its own published fire-prevention standard is scoped to commercial PV ≥5MW only, so residential PV has no fire-agency touchpoint at all under either the City's or FCFPD's own published documents.
Delegated to
Fresno County Fire Protection District (fire only; building and electrical retained by the City)
Why not higher
The City's own Building page names Fred Vasquez as 'Building Official' on a city phone/email and states the Building and Code Enforcement Division 'conducts building permit review and building inspections' — confirming in-house Building/Electrical (FMC §8-1.03 and §8-2.03 both vest administration in 'the Building Official'). Separately, the City's own Fire Department page states outright: 'The City of Fowler contracts with the Fresno County Fire Protection District for fire protection.' FCFPD's own 'Solar Standard.pdf' (dated July 2026, https://www.fresnocountyfire.org/files/98cb761a2/Solar+Standard.pdf) is titled and scoped exclusively to 'Commercial Photovoltaic 5MW and Greater,' and FCFPD's current fee schedule (Rev. 7/1/2026) has zero PV/ESS line items (control-checked: 'inspection' 52 hits, fabricated 'zzqqx' 0 hits) — so residential rooftop PV in Fowler never reaches FCFPD in practice.
