    A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Solar panels are listed in Land Use Table 7-1 under RESIDENTIAL, heading 3) ACCESSORY STRUCTURES, and are shown as P (permitted by right) in every one of the seventeen zoning district columns - so no Conditional Use Permit, no Site Plan Review and no Council action. A CUP is required only for the separate land use Photovoltaic solar power generation facility, which is shown as C in two districts, and VMC 16-3.07.020(g) attaches utility-scale conditions to it in R-1 districts: at least 24% of the facility perimeter abutting an overhead electrical utility easement at least 200 feet wide or an adjacent solar facility; separation from adjacent residential property by that easement, an improved public street or a solid block wall; solar panels not exceeding 10 feet in height above ground level; a 7-foot decorative perimeter block wall with enhanced landscape buffer where the project abuts a public street, with barbed wire not visible from the street.     • Is there a system-size cap on residential generation? No zoning cap on a residential system, but three documentary thresholds matter. (1) VMC 16-1.03.010 defines a small residential rooftop solar energy system - the class entitled to expedited administrative review - as no larger than 10 kilowatts alternating current nameplate rating or 30 kilowatts thermal, conforming to state fire/structural/electrical codes and Civil Code 714(c)(iii), installed on a single or duplex family dwelling, with the panel or module array not exceeding the maximum legal building height. (2) Both City Solar Standard Plans are scoped to systems not exceeding 10 kW AC on a single-phase 120/240 V service with a bus bar rating of 225 A or less. (3) The fee schedule tier runs to 15 kW residential. Larger systems are not prohibited, they simply leave the expedited/standard-plan track.   2. Check who is allowed to apply

    Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.

The Permittee Authorization Form comes in two versions: a Contractor Declaration for a contractor licensed under Business and Professions Code Division 3 Chapter 9, and a Property Owner Declaration carrying the full owner-builder exemption text of B&P Code 7044.     • Is a site plan required, and what must it show? Yes - a roof plan, and the bulletin specifies its contents exactly: roof layout, PV panels, and the following fire safety items - approximate location of roof access point, location of code-compliant access pathways, PV system fire classification, and the locations of all required labels and markings. The Eligibility Checklist repeats this as a diagram of the roof layout of all panels, modules, clear access pathways and approximate locations of electrical disconnecting means and roof access points. The City Solar Standard Plan is itself the one-line: it carries the system single-line layout with tagged conductor runs (A, B, C, D), the point of connection to utility step, and the markings diagram.     • Is a structural PE stamp required, and at what threshold? No stamp for a qualifying system: the applicant completes the City expedited Structural Criteria with supporting documentation. The 2026 Residential Fee Kit repeats it as an additional fee, Photovoltaic system (required with submittal): $372.00. On top of the permit fee the chart adds technology (4.6% of sub-total), seismic and green fees, so the realistic all-in figure for a house is roughly $390. That is inside the Gov. Code 66015 cap of $450 for residential PV up to 15 kW, and no written finding is needed.     • How is the fee calculated? Flat. One flat amount per permit for a residential system up to 15 kW ($372.00), with no per-kW, per-panel or valuation component - consistent with Gov.     • Is there a separate plan-check fee? No - not for a stand-alone residential PV permit. The Residential Fee Kit splits Plan Check fee and Inspection fee for construction project types (dwellings, additions, multi-family), but photovoltaic work is carried in the Additional Fees block and in the Stand Alone chart as one number that is not split.   5. Plan review — and start the utility in parallel

    Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

    • How long is an issued permit valid before it expires? 12 months. VMC 16-5.01.110 amends CBC 105.5 and CRC R105.5: a permit expires and becomes void if no new work is completed within 12 months of issuance, or if no inspections are requested for completed work within that initial 12-month period (or within any 180-day period after an extension). The Contractor Declaration form repeats it on the permit itself. If substantial work was done, a new permit costs one half the amount of a new permit provided the suspension has not exceeded one year; beyond one year, full fees. Extensions of up to 180 days are discretionary and are refused where there are unresolved code-enforcement cases or where new codes affecting the scope have been adopted. Separately, an APPLICATION on which no permit is issued expires after 180 days (VMC 16-5.01.100, one extension only). 93% · ordinance
    • Which utility handles interconnection here? Southern California Edison, for every residential address in Victorville.     • Where does the utility sit in the sequence? Parallel, and legally independent of the permit. VMC 16-5.19.020 is explicit: administrative approval and issuance of City permits does not authorize an applicant to connect the small residential rooftop energy system to the local utility provider electricity grid. The applicant is responsible for obtaining such approval or permission from the local utility provider. On the SCE side the interconnection application runs alongside the permit, but energisation is gated at the end: SCE requires a copy of the Electrical Inspection Release from the AHJ (for example the final inspection job card from the local building and safety department) before it will schedule a witness test, and the customer is not authorised to energise until SCE issues a Permission to Operate letter, typically 5 to 10 business days after the engineer returns the project.   5. Disconnect, storage and listed equipment

    Where the AC disconnect must sit relative to the meter is usually the utility's rule, not the building department's. Battery storage frequently carries its own permit, its own inspection and its own fire conditions.

    • Where must the AC disconnect be, relative to the meter? There is no ten-foot-from-the-meter rule here, from either utility, and the City states none. (a) SCE, which serves every residential address: an AC disconnect is required only for All Agricultural/Commercial/Industrial, All Residential where a Non Self-Contained Utility Meter is used, all line (grid) side connections, all Generation Meter Adapters and all Net Generation Output Meters - so an ordinary load-side house on a self-contained meter needs none, and SCE merely highly encourages one directly adjacent to the main service panel. Where one is required on a load (generation) side connection the location rule is the single, visible open AC Disconnect shall be located near the PCC (Typically the meter) with 24/7 access to SCE personnel - no dimension. The only ten feet in the SCE handbook is section 5.5.3.1(b), for the OVERCURRENT DEVICE on a LINE (grid) side connection that has been granted a location variance: the placement of the overcurrent device shall be no further than 10 feet from the PCC.     Passing gives you a final or an equivalent sign-off. That is not the same as permission to operate: PTO comes from the utility, and who tells the utility the inspection passed varies. A system left switched off for weeks is usually waiting on this handover.

The per-authority briefing was RIGHT that Victorville owns a publicly owned utility and WRONG about what that means for this dataset. Victorville Municipal Utility Services (VMUS) exists, has its own municipal Rule 21, its own NEM 1.0 and ERG tariffs, its own Generation Interconnection Standards and Guidelines and its own $1,200 Interconnection Application Fee - and it serves ZERO residential addresses. The City Utilities page says: Please note, V.M.U.S. does not provide utility services to residential areas at this time. VMUS Rule 19 (Service Area) says the same in tariff language: the Utility currently exercises its electric and gas functions within the City to limited areas, consisting of the Southern California Logistics Airport (SCLA) and the Foxborough Industrial Park, and electric service to all of the residents of the City and all businesses not located within the geographic areas served by the Utility as noted above is provided by Southern California Edison Company. The corroboration is structural rather than rhetorical: Appendix A of the VMUS tariff has no residential or domestic rate schedule at all - the whole table of contents is Smaller, Small, Medium, Large and Larger Commercial and Industrial, Street Lighting, Traffic Control and Pumping Load. So for residential rooftop PV in Victorville the interconnecting utility is Southern California Edison in every case, and the VMUS documents are relevant only as evidence about what a publicly owned utility chooses to write. Online scheduling is available until midnight (12:00 AM) on the morning of the requested inspection — effectively the night before. Choose a morning window (8:00 AM–12:00 PM, Mon–Fri) or afternoon window (1:00–5:00 PM Mon–Thu; 1:00–4:00 PM Fri). Provide permit number and address when scheduling. To cancel, call (760) 955-5100. Solar permits are applied for via SolarApp+ at victorvilleca.gov/government/city-departments/development/permit-center/solar; final inspection is then scheduled through the EnerGov portal.
