The one overlay in this county that could have reached a PV installation is the AIRPORT IMPACT OVERLAY ZONE created by Holmes County Ordinance 25-02 (adopted 15 April 2025, LDC s.2.02.04), which protects Tri-County Airport under FS Chapter 333 and contains the clause 'No operations of any type shall produce smoke, GLARE, or other visual impairment to pilots within three (3) miles of any usable runway of a public airport', plus a requirement for an FAA Form 7460-1 and an OE/AAA determination and a Tri-County Airport Authority letter for an airspace obstruction reviewed 'at time of building permit submittal'. Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.

Almost everywhere wants a site plan, a one-line or three-line electrical diagram, equipment cut sheets with listings, and a structural attachment detail. Build it against the published checklist rather than the last jurisdiction you worked in — the checklist is what the reviewer marks against.

- Is a site plan required, and what must it show? No site development plan is required for a rooftop PV retrofit, and this is settled by the City's own code rather than by an absence. City LDR s.10.01.01 says 'No development may be undertaken unless the activity is authorized by a development permit', and s.10.01.02 opens 'EXCEPT AS PROVIDED IN SECTION 10.01.03 BELOW, a development permit may not be issued unless the proposed development activity is authorized by a Final Development Order'. Section 10.01.03 then lists nine exceptions, two of which independently carry a rooftop array: (B) 'The construction or alteration of a one-, two-, three- or four-family dwelling on a lot of record, or in a valid recorded subdivision, which is not part of a larger development', and (C) 'The alteration of an existing building or structure so long as no change is made to its gross floor area, its use or the amount of impervious surface on the site.' A rooftop array changes none of gross floor area, use or impervious surface. What the county requires instead is simply two sets of signed and sealed plans drawn to scale. A GROUND MOUNT is the live question: exception (C) can fail on it, because LDR s.7.01.01(D) requires accessory structures to be 'included in all calculations of impervious surface and stormwater runoff' and s.7.01.01(E) requires them to be 'shown on any development plan with full supporting documentation as required in Chapter X'. 84% · city LDR chapter X (rendered)

City Ord. 197 s.G(a) requires 'A complete set of electrical plans to be submitted to County Inspection Department for approval before work is started on buildings... Statewide, FS 471.003(2)(h) exempts a chapter 489 electrical contractor who designs and installs the system from the PE requirement where the electrical system has a value of $125,000 or less AND requires an aggregate service capacity of 600 amperes (240 volts) or less on a residential electrical system. - What does a residential solar permit cost? Valuation-based, with no solar line. On the Holmes County schedule a PV system's declared 'Valuation of Work' drives the building permit fee: $10,001-$50,000 = $252 for the first $10,000 plus $6 per additional $1,000; $50,001-$100,000 = $492 for the first $50,000 plus $5 per additional $1,000. Worked examples on the two real PV valuations the survey holds: at $37,408 valuation the building permit fee is $420, plus 25% residential plan review $105, plus the county's 3% surcharge $12.60 = $537.60 out the door. At $55,000 valuation it is $517 + $129.25 + $15.51 = $661.76. From 1 October 2026 the residential plan review component becomes a flat $300 instead of 25%, taking the $37,408 example to roughly $733. Add $10 base fee per sub-permit and, if the electrical permit is billed on the residential flat line instead of valuation, $100 for 'Residential: New electrical'. 80% · county fee schedule
- How is the fee calculated? Declared construction valuation, in bands, plus a plan review percentage, plus a state surcharge. Building permit: $1,000-$10,000 = $100 for the first $1,000 + $8 per additional $1,000; $10,001-$50,000 = $252 + $6 per $1,000; $50,001-$100,000 = $492 + $5 per $1,000; $100,001-$500,000 = $742 + $4 per $1,000; $500,001+ = $2,342 + $3 per $1,000. Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

Real residential PV valuations ($37,408 and $55,000 in this survey) sit above $15,000, so 30 business days governs typical Florida PV. Separately, FS 553.792(1)(c) requires the county to give written notice within 5 business days of what is missing, and if it does not, the application is AUTOMATICALLY deemed properly completed. - How long is an issued permit valid before it expires? The county's two forms both say six months, and both are shorter than state law. The Application for Building Permit says 'The building permit is valid as long as there is construction progress and an approved inspection is recorded within each 180 days (6 months) period', and the Trade Permit Application says 'This permit is VOID after six (6) months from issuance unless the work it covers has been commenced and has had ongoing inspections'. FS 553.79(1)(c) provides that 'A building permit issued by a local government for a single-family dwelling expires 1 year after the issuance of the permit or on the effective date of the next edition of the Florida Building Code, whichever is later.' - Which utility handles interconnection here? It depends on the street address - there are TWO franchised electric sellers inside the city limits. Florida Power & Light Company, as successor to Gulf Power Company, holds a city-wide franchise under Ordinance 387 adopted 30 December 2013 for a 30-year term, franchise fee 6% of revenue. West Florida Electric Cooperative Association, Inc. holds a geographically limited franchise under Ordinance 211 adopted 14 May 1984, franchise fee 3%, covering only 'that portion of the City of Bonifay annexed on September 26, 1983, by Ordinance No. 201, and in any future annexed area which WEST FLORIDA ELECTRIC COOPERATIVE ASSOCIATION, INC., is serving at the time of said future annexation'. Ordinance 201 annexed land contiguous to the SOUTH boundary of the City in Section 7 T4N R14W and Section 12 T4N R15W, bounded by SR 79, the north right-of-way of I-10, SR 173 and St. Johns Road. So: the historic city is FPL; the 1983 southern annexation toward the I-10 interchange is West Florida Electric.
