The County's claim is corroborated four independent ways: (a) its FY2026 adopted budget revenue account 001-0000-322-0000-00 is titled 'Building Permit Fees-Hamilton County (INCLUDES CITIES)' - the account title itself proves the County collects permit fees from inside the municipalities; (b) the County publishes real, executed permit applications for addresses inside Jasper city limits, including an 18-page packet for 324 E Hatley St dated 1 Nov 2023 with the 'City of Jasper' box ticked, plus 410 SW 1st Ave and two named Jasper commercial jobs; (c) Jasper's own adopted Comprehensive Plan, Policy III.1.3, says 'The COUNTY Building Inspector will be contacted for advice on the revisions before they are adopted by the City' - the City's own instrument refers to a County building inspector, not a City one; (d) the City publishes no permit application, no fee schedule, no adopted building or electrical code, no named building official and no inspection process anywhere - its entire website holds exactly five uploaded documents (three gas-and-water service forms, an election notice and a civic centre agreement). AGAINST that, the City's own Planning and Zoning page states 'We provide in-house: Building permitting, Code enforcement, Development review and support. A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Getting this wrong costs the whole submittal, because every requirement below belongs to whoever actually holds jurisdiction. Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.
