Statewide law does most of the work here. The Florida Building Code is a single statewide unified code (Bradford County Code Sec. 14-31 adopts it by reference rather than writing its own); F.S. 163.04(1) expressly prohibits any local ordinance that prohibits or has the effect of prohibiting the installation of solar collectors, and 163.04(2) bars deed restrictions and HOAs from doing so; F.S. 553.792 sets binding permit-review deadlines with a 10%-per-business-day permit-fee reduction for missing them (5 business days for an electrical permit on an existing single-family dwelling where the work is under $15,000); F.S. 489.103(7)(a) is the owner-builder exemption and F.S. 489.503(6) the owner-electrical exemption, both quoted verbatim on Bradford County's own permit portal. ONE UNRESOLVED COUNTERWEIGHT, recorded rather than smoothed over: Bradford County Code Sec. 1-5 says the Code applies in incorporated as well as unincorporated areas BUT that 'The board of county commissioners shall not enforce a provision of this Code within the boundaries of a municipality unless the municipality passes a resolution requesting such action.' I found no Lawtey resolution requesting county enforcement and no interlocal agreement, so the county's authority inside Lawtey city limits rests on the county's own published practice (Starke-only carve-out) rather than on a document I could read. Separately, Bradford County Code Sec. 14-182(d) makes the county's contractor Certificate-of-Competency regime effective only in unincorporated areas 'and in any incorporated area that has recognized the licenses and certificates granted under this article by means of a formal resolution or ordinance' - again, no Lawtey resolution located.
Why not higher
The delegation is proved three ways from the city side (website crawl, adopted budget, audited financials) and corroborated from the county side (only Starke is carved out, and the county's zoning page names Lawtey's zoning department while saying nothing about Lawtey building). Held at 82 rather than 90+ because Bradford County Code Sec. 1-5 conditions county enforcement inside a municipality on a municipal resolution that I could not find, and because Lawtey publishes no code of ordinances at all, so I am reading the city's silence rather than its ordinance. TWO CORRECTIONS TO EARLIER WORK, both findings in their own right. (1) The City of Lawtey's official website IS reachable and IS live - it is cityoflawtey.org (copyright 2026, Mayor Jimmie Scott, City Clerk Lisa Harley, 2793 Lake Street, (904) 782-3454, which matches the number the county publishes for 'Lawtey Zoning Department'). The domain a previous Bradford County run tried, lawteyfl.org, does not resolve, and lawteyfl.com / lawteyflorida.com are empty 114-byte parked pages. (2) DO NOT TRUST DOCUMENTS FOUND IN cityoflawtey.org's WordPress uploads folder. The media library is contaminated with other municipalities' files from the shared web vendor (MuniCreative): its ZONING-MAP.pdf is the City of STARKE's zoning map, its parks, CRA and natural-gas pages are Starke's text verbatim, and - the dangerous one - cityoflawtey.org/wp-content/uploads/Solar-Photovoltaic-System-Inspection-Process-1.pdf is the CITY OF LIVE OAK's (Suwannee County, 416 Howard St E, Live Oak FL 32064) solar PV inspection procedure, as are its Building-Official job description, its residential and commercial permit applications and its Ordinance 1504-1511 business impact estimates. None of those files is linked from any Lawtey page. Lawtey's own ordinances are numbered differently (Ordinance 25-01, OCR'd from the city's genuine Ordinance.pdf). Recording that Live Oak PDF as Lawtey's solar inspection process would have produced a confident, sourced, completely wrong answer.

    A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Getting this wrong costs the whole submittal, because every requirement below belongs to whoever actually holds jurisdiction.     Almost everywhere wants a site plan, a one-line or three-line electrical diagram, equipment cut sheets with listings, and a structural attachment detail. Build it against the published checklist rather than the last jurisdiction you worked in — the checklist is what the reviewer marks against.

    • What documents make up a complete submittal? There is NO published solar/PV submittal checklist for this jurisdiction. The route is Bradford County's online 'Multi-Trade Permit Application' (Electrical), which the portal says must be filled in with all fields and required uploads before submission; a recorded Notice of Commencement is required for any project over $5,000 (blank form published); the applicant must have a 911/site address at time of permitting. For NEW residential construction - a different application - the county does publish a document list: truss details and wind-load calculations, Manual J / load short form with EPL/energy forms, notarised subcontractor verification list, survey showing flood-zone verification and site plan, minimum two sets of sealed engineered drawings including a typical wall section, recorded Notice of Commencement over $5,000, warranty deed if bought within 3 months. 55% · published checklist

Minimum fee for any permit is $50.00; the county's FAQ puts the real-world floor at $54.00 ('the permit being $50 & a $4 state surcharge fee'). If a Private Provider is used for inspections or plan review the permit fee is reduced by 50% or $50.00, whichever is greater. Worked example: a $20,000 declared-value PV install = $50 + (19 x $5) = $145, plus the state surcharge.     • How is the fee calculated? Valuation - specifically declared (contract) value. Resolution 2026-02 Sec. 9.C: 'Electrical, Plumbing, Mechanical, Roofing, Docks, Pool, Spa, Sign, or Demolition. The declared value of the work shall be used as the basis for calculating the permit fee.' Sec. 8.B defines declared value as 'the amount to be charged by the contractor for construction, alteration, or repair of a building or structure or portion thereof, as documented by a written contract.'   5. Plan review — and start the utility in parallel

    Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

The new-residential packet adds 'It may take up to 7-10 business days to review on your application.' Over the top of all of these, F.S. 553.792(1)(a)1 caps review at 5 BUSINESS DAYS for an electrical permit on an existing single-family dwelling where the value of the work is under $15,000 (30 business days if the structure is under 7,500 sq ft), with a mandatory 10%-per-business-day permit-fee reduction under 553.792(1)(e) if the deadline is missed. 80% · department page
    • Which utility handles interconnection here? Either Florida Power & Light (FPL) or Clay Electric Cooperative - I could not resolve which one serves Lawtey addresses. Bradford County's own New Residential Construction packet names both, side by side, as the electric service providers a Bradford applicant deals with: 'For new electrical service or transfer of electrical service an application must be submitted through your electrical service provider FPL - 1-800-462-0561 CLAY ELECTRIC - 352-473-8000 EXT 8356.'
