Land Development Code sec. 11.06 sets the City's two-step process: application to the Development Review Coordinator - defined at LDC sec. 11.01.06 as 'the City of Waldo City Manager' - who checks land-use compliance within 5 working days and issues a Certificate of Land Use Compliance valid 6 months, then forwards the application and the certificate to the City's Building Official, who issues the permit if it complies. Inspection is carried out under contract: the adopted FY2025-26 budget funds expense account 524100 BUILDING CODES INSPECTOR at $9,500 a year, and Code sec. 2-15 creates no building office, so there is a Building Official role but no standing building department. Separately, FS 553.79(1)(b), (d) and (e) require the City to post each type of permit application and its own processing procedures on its website, to post and update application status, and to accept applications and inspection requests electronically - Waldo appears to do none of these, which is a live compliance gap rather than a research failure. On the utility side Florida Power & Light gatekeeps interconnection independently of the City permit: its interconnection application must be approved before installation, and it sets the bi-directional meter only on receipt of the approved City permit showing signed-off electrical and mechanical inspection.

(5) Alachua County's own Building Division page says it serves 'the unincorporated areas of the County and several municipalities' and the word Waldo does not appear on that page at all. Held at 85 rather than higher for three honest reasons: no contract, interlocal agreement or resolution naming Waldo's Building Official was located; the City publishes no building department page, no permit application form and no fee schedule, so the process is proved to exist but not documented; and the Code's building-code adoption clause (LDC sec. 1.03.01(B)) still reads 'the Florida Building Code, as amended by Alachua County, and in effect as of February 2, 2002', which is a stale reference to County amendments rather than a delegation of permitting - but it is the one line in the corpus that could be read as pointing at the County, and it is worth a call to City Hall before relying on this.
