State of Florida

Verified Aug. 5, 2026

Levy County is a county authority in the State of Florida, serving 42,915 residents. This page is the permit route for that jurisdiction: the fifteen steps from working out who has a say over an address through to permission to operate, the documents this authority publishes, and 62 answers taken from those documents and dated.

Jurisdiction & key facts

The standing 62-question set, answered for Levy County against this authority’s own published documents. Every answer carries the confidence it was recorded at and the document it came from. Where nothing is published we say so and show where we looked — a blank here is a finding, not a gap.

Levy County is the authority having jurisdiction 78% confidence
Holds
Building and Electrical permitting/inspection for residential rooftop PV in UNINCORPORATED Levy County only. The county's own Development Services/Building Department runs a single, self-contained process (permit-types table that lists 'SOLAR PHOTOVOLTAIC' as its own record type; an in-house Zoning Compliance Form precondition from County Planning & Zoning; the countywide OpenGov permitting portal). Nothing about county-issued solar permits is delegated to the state or a private plan-review contractor.
Overridden by
Inside the three incorporated municipalities that sit within county boundaries — City of Chiefland, City of Williston, and City of Cedar Key — the County is NOT the AHJ; each municipality is legally its own AHJ inside its limits unless it has interlocally ceded that authority (no such interlocal agreement was found). Chiefland's own site names its own Building & Zoning Department, contracted to Florida Municipal Services, Inc. and M.T. Causley, Inc., with its own online 'Construction Application' (GovPilot) separate from the County's OpenGov portal. Cedar Key's own site names its own Building Department, currently partnered with JPI, Inc. for building-official, inspection and permit-technician services, and its own Municode-hosted 'Laws of Cedar Key.' Williston is the soft spot: its current (recently rebuilt, Drupal-based) city website lists no 'Building Department' anywhere in its navigation — only 'Planning & Zoning' and a 'Board of Adjustments & Code Enforcement' — and Williston operates its own municipal electric AND natural-gas utility (Public Works and Utilities Department), which is itself unusual and worth flagging. However, Williston's on-site search returned zero results even for a known-good positive-control term ('zoning'), so the absence of a Building Department page cannot be treated as proof one doesn't exist by some other name or arrangement — it is recorded here as unconfirmed, not as a finding that Williston delegates to the County.
Why not higher
Levy County's Building Permit, Building Permit Procedures, and Fees pages (levycounty.org, live-fetched 12 Sep 2026) describe a complete permitting/inspection function with no reference anywhere to serving any incorporated city. Chiefland's and Cedar Key's own current city sites each independently confirm they run their own (contracted) building departments — that is direct, dated, first-party evidence, not inference. Williston could not be confirmed the same way because its rebuilt site's internal search is provably broken (a positive control returned 0 results for a term known to exist on the site), which is exactly the kind of failure this survey is instructed to catch rather than paper over with a guess.

  1. Confirm who has a say over your address

A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Getting this wrong costs the whole submittal, because every requirement below belongs to whoever actually holds jurisdiction. Check the overlays in the same pass: an HOA, a historic district, a windstorm certification or a system-size cap can reshape the design, and all of them are cheaper to find now than after the array is laid out.

    • Is this authority the AHJ for residential solar at this address? Yes, for any address in UNINCORPORATED Levy County. Levy County's Development Services/Building Department (Provisional Building Official: Bernard 'Bo' Cox) is the AHJ there, and its own Permit Types & Required Documents table lists 'SOLAR PHOTOVOLTAIC' as an explicit, named permit type. The County is NOT the AHJ for an address inside Chiefland, Williston, or Cedar Key city limits — see jurisdiction block. 88% · county department page / permit-types table
    • What does this authority permit itself, and what does it delegate? The County itself performs Building AND Electrical review/inspection for unincorporated-area solar (bundled into one 'SOLAR PHOTOVOLTAIC' permit-type record, documents A-C-D-E-F-Y-Z: Permit Application, Proof of Ownership, Notice of Commencement, Site Plan and Zoning Approval, Engineered Plans/Drawings, Electric Riser Diagram, Electric Load Calculations). It also requires — and itself issues, via its own Planning & Zoning arm — a Zoning Compliance Form as a precondition of accepting any building-permit application at all. Nothing is delegated to the State or a contractor for county-jurisdiction work; this differs entirely from Chiefland and Cedar Key, which are separate AHJs that happen to contract their OWN building-official functions to private firms (Florida Municipal Services/M.T. Causley for Chiefland; JPI, Inc. for Cedar Key) — that is those cities delegating their own authority, not the County delegating anything. 82% · county department pages
    • Is a permit required for a residential rooftop PV system? Yes. 92% · county permit-types table
    • Is there a separate electrical permit, or is it combined? Combined — the County treats 'Solar Photovoltaic' as a single permit-type record (not two separate Building and Electrical permits), pulling both site/structural documents (Site Plan and Zoning Approval; Engineered Plans/Drawings) and electrical documents (Electric Riser Diagram; Electric Load Calculations) under the one SOLAR PHOTOVOLTAIC record. 68% · county permit-types table
    • Is there a historic-district review? No historic-district design review applies to an ordinary residential building/solar permit. Levy County's only historic-related zoning provision, Sec. 50-689 ('Historic and archaeological preservation'), requires archaeological/historic-site documentation only for commercial development over 5 acres, waterfront commercial development, or residential subdivisions requiring a new road/waterfront subdivision — none of which describes a typical residential rooftop PV retrofit. No historic-district overlay zoning district was found in the zoning use table. 65% · county code of ordinances (Municode)
    • Is a wind or windstorm certification required? No PV-specific windstorm certification beyond standard Florida Building Code wind-speed design applies. Levy County has adopted its own Ultimate Design Wind Speed maps by ordinance (Sec. 50-134: Figures 1609A, 1609B, 1609C, tied to FBC Fig. 1609 risk categories) to establish exact county wind-speed-line locations, but this is the standard FBC structural-design wind speed, not a separate certification specific to solar. 68% · county code of ordinances (Municode)
    • Is a Specific Use Permit or Council approval ever required? Only for utility-scale/grid-export 'solar facilities,' not ordinary residential rooftop PV. Levy's zoning use table lists 'Solar facilities (50-726)' as a Conditional Use in most zoning districts (F/RR, A/RR, RR, R-1, R-2, RR-3C, C-1), and Sec. 50-726 ties that CU requirement to facilities 'permitted pursuant to F.S. § 163.3205' — a statute that defines 'solar facility' specifically as a production facility whose power 'may be stored on site, delivered to a transmission system, and consumed primarily offsite.' An ordinary residential rooftop system, whose output is consumed on-site, does not meet that statutory definition and so should not trigger the Conditional Use process — but the County's own code does not spell out that exclusion explicitly for accessory rooftop systems, so this is an interpretation, not a stated exemption. 62% · county code of ordinances (Municode) + Florida Statute
    • Is there a system-size cap on residential generation? No system-size cap on ordinary residential rooftop generation was found. The only size/scale-triggered solar rule in the code is the Conditional Use requirement for 'solar facilities' under F.S. § 163.3205 (grid-export production facilities), which is a use-type trigger, not a kW/kWh cap on an accessory residential system. 60% · county code of ordinances (Municode)
  2. Check who is allowed to apply

Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.

    • Who is allowed to pull the electrical permit? Not stated on the County's public pages. Florida's statewide contractor-licensing law (F.S. ch. 489) would require the electrical trade to be pulled by a licensed electrical contractor (or a certified/registered contractor with appropriate scope) in the ordinary case; Levy's own permit application form was not reachable (it lives inside the OpenGov applicant portal, which requires an account) to confirm a portal-specific rule. 45% · inference from Florida contractor-licensing statute; county application not accessible
    • Is a homeowner permitted to self-install and self-permit? Likely not, for solar specifically — this is a genuinely surprising, well-evidenced finding. Levy's permit-types table marks the Owner-Builder Affidavit as an optional document (suffix '(OPTIONAL)-B') for the great majority of permit types, including other electrical-only categories (e.g. 'ELECTRIC MISC.' and 'ELECTRIC UPGRADE' both read 'A-C-D-Y-Z (OPTIONAL)-B'). The 'SOLAR PHOTOVOLTAIC' row reads only 'A-C-D-E-F-Y-Z' — with NO '(OPTIONAL)-B' suffix — meaning the County's own table does not offer the owner-builder affidavit route for solar at all, unlike almost every other permit type on the same page. 72% · county permit-types table (row-by-row comparison)
  3. Build the submittal package

Almost everywhere wants a site plan, a one-line or three-line electrical diagram, equipment cut sheets with listings, and a structural attachment detail. Build it against the published checklist rather than the last jurisdiction you worked in — the checklist is what the reviewer marks against.

    • What documents make up a complete submittal? Per the County's own permit-types table, a Solar Photovoltaic submittal = documents A, C, D, E, F, Y, Z: (A) Permit Application, (C) Proof of Ownership, (D) Notice of Commencement, (E) Site Plan and Zoning Approval, (F) Engineered Plans/Drawings, (Y) Electric Riser Diagram, (Z) Electric Load Calculations. 95% · county permit-types table + documents key
    • How many copies, and in what format? Electronic submission is available only by prior arrangement, and physical items are handled in person: the Building Permit page states 'If you would like to submit an electronic application, please contact the Development Department... Payments, attachments, or drawings required as part of the permit application shall be submitted in person in a non-electronic format.' This sits in real tension with the separate Online Permitting System page, which advertises that the OpenGov portal lets applicants 'Upload plans and supporting documents' and 'Pay permit fees online' end-to-end — the County's own two live pages do not agree with each other, which is itself worth flagging. 65% · county department page (contradicts a second county page — see Q21)
    • Is a site plan required, and what must it show? Yes — 'Site Plan and Zoning Approval' (document E) is required for the Solar Photovoltaic permit type. The County does not publish, on its public pages, an itemized list of what that site plan must show specifically for a PV retrofit. 85% · county permit-types table
    • Is a one-line / three-line diagram required? Yes — 'Electric Riser Diagram' (document Y) is a required submittal for Solar Photovoltaic. 88% · county permit-types table
    • Are string and conductor calculations required? 'Electric Load Calculations' (document Z) is required, which covers load/ampacity calculations; the County does not separately name 'string' or 'conductor' calculations as a distinct required document. 65% · county permit-types table
    • Is a structural PE stamp required, and at what threshold? No county-specific structural PE-stamp threshold is codified. The statewide floor applies: F.S. § 471.003(2)(h) exempts a licensed electrical/AC/plumbing contractor from a PE-stamp requirement on residential electrical work valued at $125,000 or less with an aggregate service capacity of 600 amperes (240V) or less; above that, or for work outside that exemption, a Florida PE stamp on structural (racking/attachment) drawings would be expected under standard FBC practice, but Levy has not published its own numeric threshold. 55% · Florida Statute (state floor; no county-specific rule found)
    • Is an electrical PE stamp required, and at what threshold? Same statewide floor as Q13 — F.S. § 471.003(2)(h); no Levy-specific electrical PE-stamp threshold was found. 55% · Florida Statute (state floor; no county-specific rule found)
  4. Apply and pay

Most authorities now take the whole application through a portal, and several states cap or constrain what a residential solar permit may cost. Check whether plan check is billed separately before you quote the job.

    • Which permit portal does this authority use? Levy County Online Permitting System, powered by OpenGov, at https://countyoflevyfl.portal.opengov.com/ 92% · county department page
    • Can the whole application be completed online? The County's two live pages disagree. The Online Permitting System page says the OpenGov portal lets applicants 'Submit building permit applications online,' 'Upload plans and supporting documents,' 'Pay permit fees online,' and 'Schedule inspections' — i.e. fully online. The Building Permit page, however, states that 'Payments, attachments, or drawings required as part of the permit application shall be submitted in person in a non-electronic format' and that an electronic application requires first contacting the Development Department. This is an unresolved contradiction on the County's own site, not a settled answer either way. 55% · county department pages (internally contradictory)
    • What does a residential solar permit cost? No solar-specific fee line exists. The County's general Fees page sets a $125.00 minimum fee for any building permit (item 1). Whether a Solar Photovoltaic permit is actually billed as (a) a flat/electrical permit ($125 residential, item 16) or (b) under the valuation-based new-construction/remodel formula ($125 + $8.00 per $1,000 of value up to $100,000, item 5) is not stated anywhere the fee schedule names 'solar' or 'photovoltaic.' 50% · county fee schedule page (with search controls)
    • How is the fee calculated? Ambiguous between flat and valuation-based — see Q15. If treated as an electrical permit it is a flat $125 (residential); if treated under the general building-permit formula it is valuation-based ($125 + $8.00/$1,000 up to $100,000 of value, tapering above that). 45% · county fee schedule page
  5. Plan review — and start the utility in parallel

Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

    • Which utility handles interconnection here? Central Florida Electric Cooperative, Inc. (CFEC) — a rural electric cooperative headquartered in Chiefland, within Levy County — serves at least the western/central part of the county (Chiefland, Bronson-area, Inglis office). No evidence was found of Duke Energy Florida territory inside Levy County; Duke's nearest investor-owned infrastructure on the Florida PSC's own statewide utility map sits in Citrus County, to the south. PowerToChoose was deliberately NOT used as a source per this brief's standing caution. 78% · utility's own website + Florida PSC service-area map (PDF)
    • Where does the utility sit in the sequence? After the county permit and county final approval. CFEC's own published Interconnection Requirements List requires the solar contractor to supply, among other items, a 'Copy of county permit' and 'Final approval by the county' BEFORE CFEC will grant its own final utility approval, test equipment, execute the interconnection contract, and install the bi-directional meter. This is the co-op's own private tariff/process — it is NOT run under FL PSC Rule 25-6.065 the way an investor-owned utility's interconnection is, because rural electric cooperatives are not rate-regulated by the PSC the same way IOUs are. 85% · utility's own website

Q1 Is this authority the AHJ for residential solar at this address? Core Jurisdiction & scope

Q2 What does this authority permit itself, and what does it delegate? Core Jurisdiction & scope

Q4 Is there a separate electrical permit, or is it combined? Core Jurisdiction & scope

Why the confidence is not higherInferred from the structure of the County's own permit-types table, where SOLAR PHOTOVOLTAIC is one row with one combined document list, unlike some other jurisdictions that issue a distinct sub-permit per trade; the County's page does not use the word 'combined' explicitly.

Q7 Is a homeowner permitted to self-install and self-permit? Who may apply

Likely not, for solar specifically — this is a genuinely surprising, well-evidenced finding. Q13 Is a structural PE stamp required, and at what threshold? Core Engineering & stamps

Q15 What does a residential solar permit cost? Core Fees

No solar-specific fee line exists. The County's general Fees page sets a $125.00 minimum fee for any building permit (item 1). Whether a Solar Photovoltaic permit is actually billed as (a) a flat/electrical permit ($125 residential, item 16) or (b) under the valuation-based new-construction/remodel formula ($125 + $8.00 per $1,000 of value up to $100,000, item 5) is not stated anywhere the fee schedule names 'solar' or 'photovoltaic.'

Why the confidence is not higherSearched the live Fees page text with controls in the same run: 'electrical' = 6 hits (positive control passed), 'solar'/'photovoltaic'/'PV'/'renewable'/'generation' = 0 hits each (confirms no dedicated line, not a search failure). Which of the two general formulas actually applies could not be determined from the public page.

This is an unresolved contradiction on the County's own site, not a settled answer either way.

Q22 Which utility handles interconnection here? Core Utility interconnection

Why the confidence is not higherConfirmed from CFEC's own site (cfec.com — Main Office at 11491 NW 50th Avenue, Chiefland, FL 32626, within Levy County) and independently corroborated by the Florida Public Service Commission's own 'Utilities, Service Areas, and Power Plant Sites' map, which places marker '1 — Central Florida Electric Cooperative, Inc. - Chiefland' directly over Levy County on its cooperative-utilities layer, with no Duke Energy Florida marker over Levy on the investor-owned-utilities layer.

utility's own website + Florida PSC service-area map (PDF) checked 2026-09-12 https://www.cfec.com/about-us-2/service-territory/

Q23 Where does the utility sit in the sequence? Core Utility interconnection

Why the confidence is not higherQuoted directly from CFEC's own current 'Solar Power' page, which lays out the full interconnection requirement list and 6-step process end to end.

Q25 Is there a historic-district review? Overlays & special cases

Why the confidence is not higherRead directly from Levy County's Code of Ordinances, Ch. 50, Art. XIII, Div. 3, Sec. 50-689 (Municode, clientId 6597, fetched via browser since library.municode.com disallows ClaudeBot in robots.txt).

Q26 Is a wind or windstorm certification required? Overlays & special cases

Q27 Is a Specific Use Permit or Council approval ever required? Overlays & special cases

Why the confidence is not higherCross-referenced Levy's own Sec. 50-700 use table and Sec. 50-726 (Municode) against the Florida Statute they cite (163.3205, fetched from leg.state.fl.us). The inferential step (rooftop-accessory PV falls outside the statutory 'solar facility' definition) is reasoning applied to two primary sources, not a direct county statement.

Q28 Is there a system-size cap on residential generation? Overlays & special cases

Why the confidence is not higherSame sections as Q27; no separate numeric cap (kW, panel count, roof coverage %) was found anywhere in Ch. 50.

  1. Build to the code editions actually in force here

The NEC edition a jurisdiction enforces is often a cycle behind the newest one published, and local amendments sit on top of it. Rapid shutdown, conductor sizing and labelling all change between editions, so the edition in force is the first thing to establish, not the last.

    • Which NEC edition is in force? No specific edition/year is named in the county's own ordinance. Sec. 50-131(a) adopts 'the provisions of the NFPA 70 National Electric Code, as adopted by the National Fire Prevention Association, and as the same may be amended or updated from time to time' — a floating reference with no year stated. The edition currently in force statewide (which this floating reference follows) is the 2020 NEC, paired with the Florida Building Code 8th Edition (2023). 75% · county code of ordinances (Municode); floating/undated adoption
    • Which building code edition is in force? Florida Building Code, as adopted by the Florida Building Commission — again a floating reference with no year in the county's own text (Sec. 50-131(c): 'as may be amended from time to time by such Florida Building Commission, are adopted herein by reference'). The statewide edition currently in force is the 8th Edition (2023). 78% · county code of ordinances (Municode); floating/undated adoption
    • Which fire code edition is in force? The county's own codified text (Ch. 38, Sec. 38-1, 'Fire prevention standards adopted') literally still names 'The Standard Fire Prevention Code, 1991 edition' (the old SBCCI code) — a strong candidate for stale/uncodified text, since Florida law (F.S. ch. 633) has mandated the statewide Florida Fire Prevention Code (which incorporates NFPA 1 and NFPA 101 by specific edition) for every jurisdiction since the early 2000s. The County's Fire Department's actual current practice was not independently confirmed on the public site. 60% · county code of ordinances (Municode) — likely stale text
    • Are there local amendments to any of the above? Yes, but narrowly: Sec. 50-131(d) states the county's ONLY local technical amendments to the Florida Building Code are two flood-resistance definition swaps (replacing the FBC's 'Substantial Improvement' definition with the county's own, in both the Building and Existing Building volumes), adopted to implement the National Flood Insurance Program. No local amendment to the NEC, and no local amendment addressing solar, rapid shutdown, or electrical work generally, was found. 82% · county code of ordinances (Municode)
    • What is the installation judged against? The Florida Building Code (currently 8th Edition, 2023) and NEC (currently 2020, via the same floating statewide-cycle reference) — see Q29/Q30. No PV-specific standard is separately named by the county. 72% · county code of ordinances (Municode)
  2. Fire access, setbacks and pathways

Ridge setbacks and roof access pathways are fire-service requirements and they constrain the array layout. They are the most common cause of a redesign after the fire department comments on a plan set.

Nothing recorded for Levy County on this step yet — 1 question checked and found unpublished. The guidance above is general.

  3. Rapid shutdown

Which rapid-shutdown rule applies follows directly from the NEC edition in force, and the initiation device has to be at a location the fire service can reach and identify. This is inspected, and it is labelled.

Nothing recorded for Levy County on this step yet — 1 question checked and found unpublished. The guidance above is general.

  4. Labels and placards

The NEC sets a baseline for permanent markings at the service equipment and the disconnecting means. On top of that, an authority may specify its own wording, and the utility may specify more again. Where any of them writes its own text, a generic off-the-shelf label set will not pass — this is the detail most often fixed on a return visit.

Nothing recorded for Levy County on this step yet — 6 questions checked and found unpublished. The guidance above is general.

  5. Disconnect, storage and listed equipment

Where the AC disconnect must sit relative to the meter is usually the utility's rule, not the building department's. Battery storage frequently carries its own permit, its own inspection and its own fire conditions.

    • Is a ground mount treated as a structure? Probably yes, as an ordinary accessory structure — but not confirmed as such in so many words. A small residential ground-mount PV array whose output is consumed on-site would not meet F.S. § 163.3205's definition of a 'solar facility' (see Q27/Q28), so it should fall instead under the county's general accessory-structure rules (Sec. 50-679: accessory structures/uses must meet required setbacks, and on lots under 5 acres may not be sited until a principal structure exists), rather than the Conditional Use 'solar facilities' process. 55% · county code of ordinances (Municode) — inference

Q29 Which NEC edition is in force? Core Code editions in force

Why the confidence is not higherSec. 50-131(a), Code of Ordinances, read in full via Municode; the 2020 NEC / FBC 8th Ed. (2023) pairing is the well-established statewide cycle, corroborated by ICC's own hosting of 'Florida Building Code, Building, Eighth Edition,' but Levy's own text does not itself state a year, so the 'currently NEC 2020' portion is an inference from the statewide cycle rather than a county-stated fact.

Probably yes, as an ordinary accessory structure — but not confirmed as such in so many words. 1. Book it

Booking is a portal, a phone call or an email depending on the authority, and the notice required is rarely zero. Book before the work is finished rather than after — the lead time, not the work, is usually what sets the date.

    • How is an inspection booked? Through the OpenGov online permitting portal, which lists 'Schedule inspections' among its capabilities; a phone/in-person route also exists via the Development Department. 78% · county department page
  2. Know who turns up

Some authorities inspect their own solar work; some delegate it, and a few do not inspect the PV equipment itself at all. Who is coming determines what they will look at.

    • Does this AHJ perform its own final solar inspection? Yes — the County's own Development/Building Department performs the inspection itself; no third-party or delegated inspection agency is named anywhere on the County's site for building/electrical work in the unincorporated area. 70% · county code of ordinances (Municode)
    • If delegated, to whom? N/A — not delegated in the unincorporated county; see Q52. 65% · county code of ordinances (Municode)
  3. Work the stages in order

A rough-in or mid-roof inspection, where one is required, has to happen before the work it covers is closed up. Missing a stage means opening something back up, and it is the most expensive kind of correction.

Nothing recorded for Levy County on this step yet — 2 questions checked and found unpublished. The guidance above is general.

  4. Have the paperwork on site

The approved plan set, the permit, and the equipment listings should be on site and reachable. Inspectors routinely verify that installed equipment matches what was approved, and that the labels are the ones the plan set promised.

Nothing recorded for Levy County on this step yet — 3 questions checked and found unpublished. The guidance above is general.

  5. Sign-off, and permission to operate

Passing gives you a final or an equivalent sign-off. That is not the same as permission to operate: PTO comes from the utility, and who tells the utility the inspection passed varies. A system left switched off for weeks is usually waiting on this handover.

    • Who notifies the utility for PTO? The customer/installer, not the county. CFEC's published process has the contractor/member handle 'Final approval by utility,' obtain the signed interconnection contract, and pay the $100 interconnection fee before CFEC installs the bi-directional meter — the county is not described anywhere in CFEC's process as the party that notifies the utility. 68% · utility's own website

CFEC's published process has the contractor/member handle 'Final approval by utility,' obtain the signed interconnection contract, and pay the $100 interconnection fee before CFEC installs the bi-directional meter — the county is not described anywhere in CFEC's process as the party that notifies the utility.

Why the confidence is not higherCFEC's own 'Solar Power' page process steps.
