Town of Alford is a town authority in the State of Florida, serving 484 residents. This page is the permit route for that jurisdiction: the fifteen steps from working out who has a say over an address through to permission to operate, the documents this authority publishes, and 62 answers taken from those documents and dated.

Jurisdiction & key facts

The standing 62-question set, answered for Town of Alford against this authority’s own published documents. Every answer carries the confidence it was recorded at and the document it came from. Where nothing is published we say so and show where we looked — a blank here is a finding, not a gap.

Town of Alford is the authority having jurisdiction 85% confidence
Holds
Building and electrical permitting and inspection inside the Town of Alford's municipal limits. The Town is a registered surcharge (permit-issuing) jurisdiction with the Florida Building Commission - 'City of Alford', Organization Number SUR13342 - and books building permit revenue in its own accounts. It holds no fire code function of its own (the Florida Fire Prevention Code applies statewide under FS 633.202) and no electric utility.
Delegated to
Not delegated to Jackson County. The building-official, plan-review and inspection FUNCTION is administered under contract by a private provider, Code South - administrator of record Pam Smith, (850) 818-0213, pam@codesouth.com - which has no public website (codesouth.com is a mail-only Microsoft 365 tenant with no A record). Jurisdiction stays with the Town; only the staffing is contracted out.
Overridden by
Florida Building Code, 8th Edition (2023), statewide, effective 31 Dec 2023 (FAC 61G20-1.001) - Alford cannot set a different edition. NFPA 70 (2020), adopted without amendment. Florida Fire Prevention Code (NFPA 1, Florida 2021 Ed.), FAC 69A-60.003, statewide under FS 633.202. FS 553.792 permit-review timers and fee-reduction penalties. FS 553.79 permit validity. FS 163.04, which bars any local ordinance or deed restriction that prohibits or has the effect of prohibiting solar collectors. FS 489.503(6) owner-builder electrical exemption. And for interconnection and permission to operate, West Florida Electric Cooperative's Member-Owned Generation agreement - a cooperative, not the Town and not the PSC's retail-service framework - which caps the system at 25 kW AC and requires local code-official approval before parallel operation.
Why not higher
Established before anything else and proved three independent ways in this run, each with its own controls, rather than inherited from the neighbouring Jackson County files - which reach the opposite verdict for Malone and Jacob City, and correctly so. (1) The Florida Building Commission's 392-entry surcharge-jurisdiction register lists 'City of Alford' (SUR13342) with a named administrator; 'County of Jackson' and 'City of Marianna' are present as positive controls, a fabricated name returns nothing, and Graceville, Sneads, Malone, Jacob City, Cottondale, Campbellton, Grand Ridge, Greenwood and Bascom are all absent. Only permit issuers enrol to remit the s.553.721/468.631 surcharges. (2) Alford's own state Annual Financial Reports book revenue account 322 'Building Permits' in FY2021-FY2024 ($8,580 / $1,590 / $204 / $138) while showing no expenditure account 524 'Protective Inspections' in any of 18 years - permits charged, no staff, consistent with a contracted department. (3) The county-side test runs the opposite way from Malone's: every Alford-addressed permit on Jackson County's live iWorQ ledger between 15 Aug and 11 Sep 2026 - nine geocodable records - falls OUTSIDE the town limits, with Alford Town Hall (1768 Georgia St) geocoding inside 'Alford town' as a positive control and a fabricated address returning no match. Jackson County's own jurisdiction-map page says in its own words that incorporated municipalities administer their own ordinances within municipal boundaries and that a mailing address does not determine jurisdiction. Held at 85, not higher, because no Alford document concedes any of this in its own words: the Town publishes five web pages and six PDFs and not one word about permitting, has no code of ordinances on any reachable codifier, and the Code South contract is unpublished. The county-ledger window is also only four weeks - a longer window would raise this.

  1. Confirm who has a say over your address

A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Getting this wrong costs the whole submittal, because every requirement below belongs to whoever actually holds jurisdiction. Check the overlays in the same pass: an HOA, a historic district, a windstorm certification or a system-size cap can reshape the design, and all of them are cheaper to find now than after the array is laid out.

    • Is this authority the AHJ for residential solar at this address? Yes - the Town of Alford is the permit-issuing authority for building and electrical work inside its town limits. Jackson County is the AHJ only in the surrounding unincorporated territory. 85% · state permit-issuer register
    • What does this authority permit itself, and what does it delegate? Both - building and electrical. The Town holds the permit-issuing function; the building-official, plan-review and inspection work is administered under contract by a private provider, Code South (administrator of record Pam Smith, (850) 818-0213, pam@codesouth.com), not by Jackson County. 72% · state permit-issuer register + municipal annual financial report
    • Is a permit required for a residential rooftop PV system? Yes. No Alford exemption is published, and FS 553.80(1) requires each local government to enforce the Florida Building Code on all private buildings unless the responsibility has been delegated under s. 553.79(11); FBC-R Section R324 brings rooftop PV expressly under the code. 72% · state statute
    • Is a HOA or architectural approval required first? No Town HOA or architectural gate is published. Under FS 163.04(2) no deed restriction, covenant or association may prohibit or have the effect of prohibiting a solar collector; such an entity may only determine the specific location on the roof within an orientation to the south or within 45 degrees east or west of due south, and only where that does not impair the effective operation of the collectors. FS 163.04(1) likewise bars a local ordinance that prohibits or has the effect of prohibiting solar installation. 70% · state statute
    • Is a wind or windstorm certification required? No separate windstorm certification exists in Florida. Wind compliance is demonstrated inside the building permit: rooftop PV panels, modules and their supports must be designed and installed for wind loads in accordance with ASCE 7 (FBC-R R324.4.1.2), and components must carry approval under the statewide product evaluation and approval system the Florida Building Commission operates under FS 553.842. 65% · state statute + state building code
    • Is there a system-size cap on residential generation? No Town cap found. The binding cap here is the utility's: West Florida Electric Cooperative's Member-Owned Generation interconnection is 'for the interconnection of a generation system... of no more than 25 kW of alternating current power output' and is 'primarily intended to offset part of or all of member's power requirements'. WFEC's solar page also prices its 5.2 cents/kWh export credit for installations smaller than 25 kW. 85% · utility interconnection agreement
  2. Check who is allowed to apply

Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.

    • Who is allowed to pull the electrical permit? A Florida-certified or registered electrical contractor, or the property owner under the owner-builder exemption. 78% · state statute
    • Is a homeowner permitted to self-install and self-permit? Yes. FS 489.503(6)(a) lets a property owner act as their own electrical contractor on a single-family or duplex residence for their own use and occupancy, not offered for sale or lease. The owner must personally appear and sign the building permit application and must be given the statutory disclosure statement; if the owner sells or leases more than one self-wired building within a year of completion the law presumes the exemption was abused. 78% · state statute
  3. Build the submittal package

Almost everywhere wants a site plan, a one-line or three-line electrical diagram, equipment cut sheets with listings, and a structural attachment detail. Build it against the published checklist rather than the last jurisdiction you worked in — the checklist is what the reviewer marks against.

Nothing recorded for Town of Alford on this step yet — 7 questions checked and found unpublished. The guidance above is general.

  4. Apply and pay

Most authorities now take the whole application through a portal, and several states cap or constrain what a residential solar permit may cost. Check whether plan check is billed separately before you quote the job.

    • Which permit portal does this authority use? None. The Town of Alford operates no permit portal. Its only online services are utility bill pay and a TextMyGov messaging line. 68% · authority website enumeration + portal-vendor probe with fabricated control
    • Can the whole application be completed online? No - there is nothing to complete online. Application is by contact with Town Hall (Town Clerk Silvestra Tharp, 1768 Georgia Street, Alford FL 32420, (850) 579-4684) or with the contracted building official (Pam Smith, (850) 818-0213, pam@codesouth.com). 65% · authority website
  5. Plan review — and start the utility in parallel

Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

    • What is the stated plan-review turnaround? No Town-published turnaround. The statutory floor applies: 5 business days for an electrical permit on an existing single-family dwelling where the value of the work is under $15,000 (FS 553.792(1)(a)1), or 30 business days for a residential or electrical permit where the structure is under 7,500 sq ft (FS 553.792(1)(a)2). The local government must tell the applicant within 5 business days what is missing, or the application is automatically deemed complete; missing a deadline cuts the permit fee by 10% per business day. 75% · state statute
    • How long is an issued permit valid before it expires? 1 year from issuance, or the effective date of the next edition of the Florida Building Code, whichever is later, for a permit issued for a single-family dwelling. The local government may send a written expiration notice not less than 30 days before expiry, and may extend. 75% · state statute
    • Which utility handles interconnection here? West Florida Electric Cooperative Association, Inc. (district offices at Bonifay, Graceville and Sneads; 1-800-342-7400). 78% · utility territory layer (HIFLD), queried with controls
    • Where does the utility sit in the sequence? Parallel, but the AHJ inspection gates operation. The member submits WFEC's Interconnection Application with the signed Member-Owned Generation agreement, and WFEC approves or disapproves within 10 business days. At least 10 business days before operating in parallel, the member must give WFEC, among other things, 'documentation showing the MOG has been inspected and approved by local code officials prior to its operation' - so the local permit and inspection must be finished before the co-op will allow parallel operation. 85% · utility interconnection agreement

28 questions answered against Town of Alford’s own published documents

Q1 Is this authority the AHJ for residential solar at this address? Core Jurisdiction & scope

Yes - the Town of Alford is the permit-issuing authority for building and electrical work inside its town limits. Jackson County is the AHJ only in the surrounding unincorporated territory.

Why the confidence is not higherProved three independent ways in this run, each with controls. (1) The Florida Building Commission's own surcharge-jurisdiction register lists 'City of Alford', Organization Number SUR13342, with an administrator of record - Pam Smith, (850) 818-0213, pam@codesouth.com; only jurisdictions that issue building permits enrol to remit the s.553.721/468.631 surcharges. The register holds 392 entries; 'County of Jackson' and 'City of Marianna' are present as positive controls, a fabricated name returns nothing, and Graceville, Sneads, Malone, Jacob City, Cottondale, Campbellton, Grand Ridge, Greenwood and Bascom are all absent. (2) Alford's own state Annual Financial Reports book revenue account 322 'Building Permits' in FY2021 ($8,580), FY2022 ($1,590), FY2023 ($204) and FY2024 ($138). (3) Every Alford-addressed permit on Jackson County's live iWorQ ledger (nine geocodable records, 15 Aug - 11 Sep 2026) falls OUTSIDE the town limits: the Census geocoder places all nine in no incorporated place, while Alford Town Hall at 1768 Georgia St geocodes inside 'Alford town' as a positive control and a fabricated address returns no match. Held at 85, not higher, because no Alford document says any of this in its own words - the Town publishes nothing about permitting at all.

Q2 What does this authority permit itself, and what does it delegate? Core Jurisdiction & scope

Both - building and electrical. The Town holds the permit-issuing function; the building-official, plan-review and inspection work is administered under contract by a private provider, Code South (administrator of record Pam Smith, (850) 818-0213, pam@codesouth.com), not by Jackson County.

Why the confidence is not higherThe state register names the administrator for SUR13342 'City of Alford' at an outright @codesouth.com address rather than a Town address - the classic contracted-building-department signature. Corroborated from the Town's own accounts: 18 consecutive years of Annual Financial Reports (FY2007-FY2024) show NO expenditure account 524 'Protective Inspections' in any year, while permit revenue is booked from FY2021 - i.e. the Town takes permit money but employs no inspection staff. Held at 72 because no contract or interlocal agreement is published and codesouth.com has no website at all (DNS: MX to codesouth-com.mail.protection.outlook.com, no A record on the apex), so the scope of the contract is inferred rather than read.

Q3 Is a permit required for a residential rooftop PV system? Core Jurisdiction & scope

Yes. No Alford exemption is published, and FS 553.80(1) requires each local government to enforce the Florida Building Code on all private buildings unless the responsibility has been delegated under s. 553.79(11); FBC-R Section R324 brings rooftop PV expressly under the code.

Why the confidence is not higherStatutory floor plus the absence of any local exemption. Discounted from certain because Alford publishes no ordinance, no permit page and no application form, so the local threshold (if any) for a PV-only permit cannot be read directly.

Q4 Is there a separate electrical permit, or is it combined? Core Jurisdiction & scope

Nothing published by this authority.

Where we lookedthe Town of Alford's entire published estate, enumerated this run: its sitemap (https://www.alfordfl.com/pages-sitemap.xml lists exactly five pages - home, public-notices, s-projects-side-by-side, textmygov, cdbg-dr), all five pages fetched in full, and all six PDFs the site has ever hosted (fair-housing posters and CDBG-DR public notices). Controls on the fetched pages passed: 'clerk' 4-12 hits per page, fabricated term 'zzqqx' 0 hits, and every 'permit' hit is Wix framework JSON ('EnableMemberPagePermissions'), not permitting content. The Wayback CDX index for alfordfl.com* shows the same five pages and no others back to 2023. There is no permit schedule, application form or fee document of any kind to say whether the electrical permit is separate or combined. Alford has no code of ordinances on any codifier reachable this run: it is absent from Municode's Florida client list (416 entries; Jackson County, Marianna and Sneads present as positive controls, fabricated term absent), and codelibrary.amlegal.com and resolve.ecode360.com both returned Cloudflare 'Just a moment' challenges that two headless-Chrome profile attempts did not clear.

Q5 Who is allowed to pull the electrical permit? Core Who may apply

A Florida-certified or registered electrical contractor, or the property owner under the owner-builder exemption.

Why the confidence is not higherFS 489.503(6)(a) exempts 'an owner of property when acting as his or her own electrical contractor and providing all material supervision himself or herself' for a single-family or duplex residence for the owner's own use and occupancy. Anyone else doing the electrical work must be licensed under Chapter 489 Part II. This is the statewide floor; Alford publishes nothing of its own, so any additional local condition is unknown.

Q7 Is a homeowner permitted to self-install and self-permit? Who may apply

Why the confidence is not higherRead from the enacted statute text. Discounted only because 489.503(6) also says the owner 'must satisfy local permitting agency requirements, if any' and Alford publishes no such requirements, so what the Town asks of an owner-builder in practice is unknown.

Where we lookedthe Town of Alford's entire published estate, enumerated this run: its sitemap (https://www.alfordfl.com/pages-sitemap.xml lists exactly five pages - home, public-notices, s-projects-side-by-side, textmygov, cdbg-dr), all five pages fetched in full, and all six PDFs the site has ever hosted (fair-housing posters and CDBG-DR public notices). Controls on the fetched pages passed: 'clerk' 4-12 hits per page, fabricated term 'zzqqx' 0 hits, and every 'permit' hit is Wix framework JSON ('EnableMemberPagePermissions'), not permitting content. The Wayback CDX index for alfordfl.com* shows the same five pages and no others back to 2023 - no fee schedule, so no plan-check line.

Q18 What is the stated plan-review turnaround? Core Timeline & validity

Why the confidence is not higherRead from the enacted text of FS 553.792. Which of the two timers applies to a given PV job turns on the declared value of the work, which is why both are given. Discounted because Alford publishes no timeline of its own and 553.792(1)(b) lets a local ordinance set a more stringent one - unreadable here since no Alford ordinance is published or codified anywhere reachable.

Q19 How long is an issued permit valid before it expires? Timeline & validity

1 year from issuance, or the effective date of the next edition of the Florida Building Code, whichever is later, for a permit issued for a single-family dwelling. The local government may send a written expiration notice not less than 30 days before expiry, and may extend.

Why the confidence is not higherRead from the enacted text of FS 553.79. Discounted because the sentence is written for a permit 'for a single-family dwelling' and does not spell out how a trade permit on an existing dwelling is treated, and because Alford publishes no validity rule of its own.

Q20 Which permit portal does this authority use? Core Portal & process

None. The Town of Alford operates no permit portal. Its only online services are utility bill pay and a TextMyGov messaging line.

Why the confidence is not higherProved as far as the Town's own estate allows: the Wix sitemap lists exactly five pages, all five were fetched, and no permitting page exists in any of them or in the Wayback record. Separately, iWorQ - the vendor Jackson County uses - was tested directly: https://alford.portal.iworq.net/portalhome/alford returns 'Portal home not set up', and so does a fabricated client name, so the 200 status is a soft-404 either way and there is no Alford iWorQ tenant. Held at 68 because a portal operated for the Town under the contractor's own name (Code South has no website at all) could not be ruled out.

authority website enumeration + portal-vendor probe with fabricated control checked 2026-09-14 https://www.alfordfl.com/pages-sitemap.xml

Q21 Can the whole application be completed online? Core Portal & process

Why the confidence is not higherSame evidence as q20. The contact details are the Town's own (from its home page) and the register's. Held at 65 because no Alford document describes the application route in words; the route is inferred from the complete absence of any online one.

Q22 Which utility handles interconnection here? Core Utility interconnection

West Florida Electric Cooperative Association, Inc. (district offices at Bonifay, Graceville and Sneads; 1-800-342-7400).

Why the confidence is not higherThe HIFLD/ArcGIS Florida retail electric service territory layer was queried at Alford Town Hall's geocoded coordinates (-85.39195, 30.69520) and returns WEST FLORIDA EL COOP ASSN, INC and nothing else; a control point in the co-op's Graceville core returns the same, and a control point in the Gulf of Mexico returns no feature. Held at 78 because the layer's vintage attribute is 2019 and it is a cooperative-only layer, so an investor-owned overlap at a specific parcel is not excluded - confirm the meter before relying on it.

Q23 Where does the utility sit in the sequence? Core Utility interconnection

Why the confidence is not higherRead verbatim from the co-op's own Interconnection Agreement for Member Owned Generation, paragraphs 2(e) and 8 (document revision stamp 06/2021, linked from the live solar page as 'MOG Agreement Revised May 2025'). Held at 85 because the two revision dates disagree - the PDF's own footer says 06/2021 while the link text says May 2025.

Q24 Is a HOA or architectural approval required first? Overlays & special cases

Why the confidence is not higherRead from the enacted statute. The statewide preemption is certain; what is discounted is the local half - Alford publishes no ordinance, so whether it has any architectural review at all could not be read, only shown to be unpublished.

Q26 Is a wind or windstorm certification required? Overlays & special cases

Why the confidence is not higherTwo of the authority's governing documents read directly. Marked down because this is a proved-by-structure answer - no Florida source says in so many words 'no windstorm certificate is required' - and because Alford publishes no local wind requirement that could add one.

Note the statewide constraint at q24: FS 163.04(1) bars a local ordinance that prohibits or has the effect of prohibiting solar installation.

Q28 Is there a system-size cap on residential generation? Overlays & special cases

Why the confidence is not higherQuoted from the opening paragraph of the co-op's own MOG agreement and cross-checked against its public solar page. The Town half is unproved rather than proved absent - Alford publishes no ordinance anywhere reachable.

Install 5 steps · 20 questions
  1. Build to the code editions actually in force here

The NEC edition a jurisdiction enforces is often a cycle behind the newest one published, and local amendments sit on top of it. Rapid shutdown, conductor sizing and labelling all change between editions, so the edition in force is the first thing to establish, not the last.

    • Which NEC edition is in force? 2020 NEC (NFPA 70, 2020 edition), adopted statewide through the Florida Building Code, 8th Edition (2023). UpCodes' Florida Electrical Code 2020 title carries the banner 'Adopts Without Amendments NFPA 70, 2020', and the Florida Building Code Residential 2023 references resolve to nfpa-70-2020 throughout. 80% · code publisher (Florida Electrical Code 2020 title page)
    • Which building code edition is in force? Florida Building Code, 8th Edition (2023), effective 31 December 2023. Adopted statewide by FAC 61G20-1.001 (latest amendment effective 18 March 2026). A 2026 update is in development but is not in force. 95% · state building code authority home page
    • Which fire code edition is in force? Florida Fire Prevention Code, 8th Edition: NFPA 1, the Fire Code, Florida 2021 Edition, adopted by FAC 69A-60.003, effective 31 December 2023. A 9th Edition is in rulemaking (development notices published Jan and Jun 2026) but is not adopted. 90% · state adopting rule
    • What is the installation judged against? The Florida Building Code, 8th Edition (2023) - Residential Section R324 for PV specifically - together with NFPA 70 (2020) and the manufacturer's installation instructions, as FBC-R R324.3 requires, plus the Florida Fire Prevention Code (NFPA 1, Florida 2021 Edition). 85% · state building code (via code publisher)
  2. Fire access, setbacks and pathways

Ridge setbacks and roof access pathways are fire-service requirements and they constrain the array layout. They are the most common cause of a redesign after the fire department comments on a plan set.

    • What ridge setback and access pathways are required? Per FBC-R R324.6 (statewide): not fewer than TWO pathways at least 36 in wide on separate roof planes, from lowest roof edge to ridge, on all buildings, with at least one on the street or driveway side. For EACH roof plane carrying an array, a 36 in pathway from lowest roof edge to ridge on that plane, an adjacent plane, or straddling both. RIDGE SETBACK: 18 in clear on both sides of a horizontal ridge where the arrays occupy not more than 33% of plan-view total roof area; 36 in clear where they occupy more than 33%. With an NFPA 13D or P2904 sprinkler system in the dwelling, the 33% threshold rises to 66%. No panels below an emergency escape and rescue opening, and a 36 in pathway must run to that opening. Exceptions: detached non-habitable structures need no roof access; none of it applies to roof slopes of 2:12 or less; and the code official may waive access, pathways and setbacks where rooftop operations will not be employed. 88% · state building code (via code publisher)
  3. Rapid shutdown

Which rapid-shutdown rule applies follows directly from the NEC edition in force, and the initiation device has to be at a location the fire service can reach and identify. This is inspected, and it is labelled.

    • Is rapid shutdown required, and to which NEC edition? Yes - rapid shutdown under NEC 690.12, to the 2020 edition of the NEC, which Florida adopts without amendment through the Florida Building Code 8th Edition (2023). 72% · code publisher (Florida Electrical Code 2020 title page)
  4. Labels and placards

The NEC sets a baseline for permanent markings at the service equipment and the disconnecting means. On top of that, an authority may specify its own wording, and the utility may specify more again. Where any of them writes its own text, a generic off-the-shelf label set will not pass — this is the detail most often fixed on a return visit.

    • Which placards does this authority require at the service equipment? The Town of Alford specifies no placards of its own - it publishes no ordinance, handout or checklist of any kind. The governing requirements come from the 2020 NEC as incorporated by FBC-R R324.3, principally NEC 705.10, which requires a permanent plaque or directory at each service equipment location (or at an approved readily visible location) showing the location of all electric power source disconnecting means for the building and marked 'CAUTION: MULTIPLE SOURCES OF POWER'; and from the Florida Fire Prevention Code (NFPA 1, Florida 2021 Edition) section 11.12.2.1 Marking, with 11.12.2.1.3 'Marking and Labeling Required' and 11.12.2.1.4 'Identification of Power Sources'. 62% · code publisher summary of NEC 2020 705.10 + NFPA 1 2021 section index
    • Does the authority specify placard wording of its own? No published wording. Alford specifies no placard wording of its own. 60% · authority website enumeration (complete) - codified ordinances unreachable
    • Is a site plan / facility map placard required, and what must it show? Required, but by the code rather than by the Town. NEC 705.10 requires the plaque or directory to denote the location of each power source disconnecting means, with diagrams accurately oriented with respect to the locations they depict. Alford specifies no site-plan or facility-map placard of its own. 55% · code publisher summary of NEC 2020 705.10
    • Does the UTILITY specify placards beyond the AHJ's? No. West Florida Electric Cooperative imposes no placard, label or marking requirement beyond the AHJ's. 80% · utility interconnection agreement (full text extracted, controlled)
    • Where must the labels be placed? At each service equipment location, or at an approved readily visible location, per NEC 705.10, grouped with other plaques or directories required by the code. The Town specifies no placement of its own. 55% · code publisher summary of NEC 2020 705.10
  5. Disconnect, storage and listed equipment

Where the AC disconnect must sit relative to the meter is usually the utility's rule, not the building department's. Battery storage frequently carries its own permit, its own inspection and its own fire conditions.

    • Where must the AC disconnect be, relative to the meter? A manual disconnect switch of the visible load break type, providing a separation point between the AC power output of the generation system and any member wiring connected to the co-op's system. It 'shall be mounted separate from the meter socket and shall be readily accessible to Cooperative and capable of being locked in the open position with a utility padlock.' The co-op may open the switch without prior notice. No maximum distance from the meter is stated. 88% · utility interconnection agreement
    • Must equipment be on a specific approved list? Yes. FBC-R R324.3.1: photovoltaic panels and modules shall be listed and labeled in accordance with UL 1703; inverters shall be listed and labeled in accordance with UL 1741; systems connected to the utility grid shall use inverters listed for utility interaction; mounting systems listed and labeled in accordance with UL 2703 shall be installed in accordance with the manufacturer's instructions and their listings. Components must additionally carry approval under the statewide product evaluation and approval system the Commission operates under FS 553.842. West Florida Electric separately requires the installing contractor to sign that the hardware complies with UL 1741, UL 1703 and IEEE 1262-1995, and that the system was installed to IEEE 929 and the current National Electrical Code. 85% · state building code + utility interconnection form
    • Is a ground mount treated as a structure? Yes, as a designed structure. FBC-R R324.7 requires ground-mounted photovoltaic systems to be designed and installed in accordance with Section R301 (structural and wind loading), and R324.7.1 makes the fire separation distance subject to determination by the local jurisdiction. Alford publishes no fire separation distance, so that determination would have to be obtained from the Town's building official. 70% · state building code (via code publisher)
    • Is a specific mounting system or attachment spacing required? No Town-specific mounting system or attachment spacing is published. The governing requirements are FBC-R R324.3.1 - mounting systems listed and labeled in accordance with UL 2703 must be installed in accordance with the manufacturer's installation instructions and their listings - and R324.4.1.2, which requires rooftop PV panel or module systems and their supports to be designed and installed for wind loads in accordance with ASCE 7. 75% · state building code (via code publisher)

Q29 Which NEC edition is in force? Core Code editions in force

2020 NEC (NFPA 70, 2020 edition), adopted statewide through the Florida Building Code, 8th Edition (2023). UpCodes' Florida Electrical Code 2020 title carries the banner 'Adopts Without Amendments NFPA 70, 2020', and the Florida Building Code Residential 2023 references resolve to nfpa-70-2020 throughout.

Why the confidence is not higherTwo independent reads inside the same publisher: the FBC-R 2023 Chapter 3 and Chapter 34 pages link every NFPA 70 reference to the 2020 edition (10 links, no other edition appears), and the Florida Electrical Code title page states the adoption without amendment. Held at 80 rather than higher because this is a commercial code publisher rather than the state's own text - codes.iccsafe.org, which hosts the official Florida code, is a JavaScript shell that returns no body content to a fetch and 403s its own API.

Why the confidence is not higherThe Florida Building Commission's own home page states the effective date in a sentence on the page as read today, and the adopting rule's history in the Florida Administrative Code confirms the amendment chain. Florida has a single statewide code - Alford has no edition of its own to adopt.

Why the confidence is not higherRead verbatim from FBC-R R324.6 through R324.6.2.2. This is the statewide requirement and Alford cannot lower it. Held at 88 rather than 95 for two reasons: it comes through a commercial code publisher rather than the state's own viewer, and the Florida Fire Prevention Code (NFPA 1, Florida 2021 Ed.) section 11.12 carries its own PV access provisions whose text is paywalled and could not be compared this run.

Q37 Is rapid shutdown required, and to which NEC edition? Core Rapid shutdown

Yes - rapid shutdown under NEC 690.12, to the 2020 edition of the NEC, which Florida adopts without amendment through the Florida Building Code 8th Edition (2023).

Why the confidence is not higherThe edition is solid (see q29: the Florida Electrical Code title page states 'Adopts Without Amendments NFPA 70, 2020' and every FBC-R reference resolves to nfpa-70-2020). What is NOT verified is 690.12's text itself: the UpCodes NEC 2020 body is behind a login and the only free 690.12 page served the 2017 edition, so the array-boundary voltage limits were not read first-hand in this run. Q38 Which placards does this authority require at the service equipment? Core Labels Signage & labelling

Why the confidence is not higherHonest about its sourcing. The 705.10 content is from UpCodes' generated summary of the 2020 NEC, not from the verbatim section text, which is behind a login - so treat the 'CAUTION: MULTIPLE SOURCES OF POWER' wording as needing confirmation against the printed code. The NFPA 1 Florida 2021 section numbers and titles ARE verified (they appear in UpCodes' own cross-reference index for the 2021 edition and the chapter table of contents loads), but their text is paywalled and was not read. The Town half - that Alford adds nothing - rests on the complete absence of any Alford publication rather than on an Alford document saying so.

Q39 Does the authority specify placard wording of its own? Core Labels Signage & labelling

No published wording. Alford specifies no placard wording of its own.

Why the confidence is not higherProved as far as the Town's estate allows - five pages, six PDFs, the whole Wayback record, nothing on permitting at all - but Alford has no code of ordinances on any reachable codifier (absent from Municode's controlled 416-entry Florida list; American Legal and eCode360 Cloudflare-blocked this run), so a Town ordinance carrying placard wording cannot be positively ruled out. 60, not higher, for exactly that reason.

Q40 Does it specify letter height, colour or material? Core Labels Signage & labelling

Nothing published by this authority.

Where we lookedthe Town of Alford's entire published estate, enumerated this run: its sitemap (https://www.alfordfl.com/pages-sitemap.xml lists exactly five pages - home, public-notices, s-projects-side-by-side, textmygov, cdbg-dr), all five pages fetched in full, and all six PDFs the site has ever hosted (fair-housing posters and CDBG-DR public notices). Controls on the fetched pages passed: 'clerk' 4-12 hits per page, fabricated term 'zzqqx' 0 hits, and every 'permit' hit is Wix framework JSON ('EnableMemberPagePermissions'), not permitting content. The Wayback CDX index for alfordfl.com* shows the same five pages and no others back to 2023 - no ordinance, handout or specification, so no letter height, colour or material. The two code sources that would carry it were unreadable: NEC 2020 705.10's verbatim text and NFPA 1 (Florida 2021 Ed.) section 11.12.2.1 'Marking' are both behind logins on up.codes, and codes.iccsafe.org returns a JavaScript shell with 403 on its API.

Q41 Is a site plan / facility map placard required, and what must it show? Core Labels Signage & labelling

Required, but by the code rather than by the Town. NEC 705.10 requires the plaque or directory to denote the location of each power source disconnecting means, with diagrams accurately oriented with respect to the locations they depict. Alford specifies no site-plan or facility-map placard of its own.

Why the confidence is not higherLow on purpose: the orientation requirement comes from UpCodes' AI-generated summary of NEC 2020 705.10, not from the verbatim text, which is paywalled. The section is certainly in force (Florida adopts NFPA 70 2020 without amendment); its exact wording was not read this run.

Q42 Does the UTILITY specify placards beyond the AHJ's? Core Labels Signage & labelling

No. West Florida Electric Cooperative imposes no placard, label or marking requirement beyond the AHJ's.

Why the confidence is not higherA proved absence with controls run in this run. Both governing co-op documents were downloaded and extracted with pdftotext -layout, not summarised: the Interconnection Agreement for Member Owned Generation (footer rev. 06/2021) and the Interconnection Application and Compliance Form (footer rev. 0819), plus the 2025 member solar handout. Across all three the counts are placard 0, label 0, marking 0, decal 0, warning 0; every 'sign' hit is 'signature' or 'signed'. Positive controls hit - 'disconnect' 5 in the agreement, 'inspect' 3, 'solar' 6 and 'kW' 6 in the handout - and the fabricated control 'zzqqx' returns 0. Held at 80 because the co-op could hold an unpublished construction spec that these member-facing documents do not reproduce.

Q43 Where must the labels be placed? Core Labels Signage & labelling

At each service equipment location, or at an approved readily visible location, per NEC 705.10, grouped with other plaques or directories required by the code. The Town specifies no placement of its own.

Why the confidence is not higherSame sourcing caveat as q38 and q41 - UpCodes' summary of NEC 2020 705.10 rather than the verbatim section, which is paywalled. The AC disconnect placement requirement, which IS read verbatim, is at q48.

Q44 Must equipment be on a specific approved list? Equipment listing

Why the confidence is not higherR324.3.1 and the co-op's Section D compliance block both read verbatim. Discounted slightly because the co-op's form still cites IEEE 929 and IEEE 1262-1995, standards long superseded by IEEE 1547 - the form's own footer is revision 0819 while the agreement it accompanies is revision 06/2021 and cites IEEE 1547, so the two documents are not in step.

The governing text is the Florida Fire Prevention Code (NFPA 1, Florida 2021 Ed.) energy storage chapter, whose body is paywalled on up.codes - only the chapter table of contents renders - and codes.iccsafe.org serves no body content to a fetch. Recording this as unreadable, not as an absence.

Q47 Is a ground mount treated as a structure? Core Ground mount

Why the confidence is not higherBoth sections read verbatim. The reason this is not higher is that R324.7.1 explicitly hands a variable to the local jurisdiction and Alford has published no answer to it - so the operative number on a real job is unknown until the building official is asked.

Q48 Where must the AC disconnect be, relative to the meter? Core Utility equipment

Why the confidence is not higherQuoted verbatim from paragraph 3(a) of West Florida Electric's own Member-Owned Generation interconnection agreement, extracted with pdftotext rather than summarised. Held at 88 because the document's internal revision stamp (06/2021) disagrees with the link text on the co-op's live solar page ('MOG Agreement Revised May 2025'), so a newer text may exist under the same filename.

Inspection 5 steps · 14 questions
  1. Book it

Booking is a portal, a phone call or an email depending on the authority, and the notice required is rarely zero. Book before the work is finished rather than after — the lead time, not the work, is usually what sets the date.

Nothing recorded for Town of Alford on this step yet — 3 questions checked and found unpublished. The guidance above is general.

  2. Know who turns up

Some authorities inspect their own solar work; some delegate it, and a few do not inspect the PV equipment itself at all. Who is coming determines what they will look at.

    • Does this AHJ perform its own final solar inspection? Yes in jurisdiction, delegated in execution. Alford, not Jackson County, is the inspecting authority inside its town limits, but it employs no inspection staff - the function is administered under contract by Code South. 60% · state permit-issuer register + municipal annual financial report
    • If delegated, to whom? Code South - the administrator of record for 'City of Alford' (SUR13342) in the Florida Building Commission's surcharge-jurisdiction register is Pam Smith, (850) 818-0213, pam@codesouth.com. The firm has no public website: codesouth.com carries Microsoft 365 mail (MX codesouth-com.mail.protection.outlook.com) and Microsoft nameservers but resolves to no web address, and codesouthinc.com, codesouthfl.com, thecodesouth.com, codesouth.net and codesouthllc.com do not exist. 70% · state permit-issuer register + DNS
  3. Work the stages in order

A rough-in or mid-roof inspection, where one is required, has to happen before the work it covers is closed up. Missing a stage means opening something back up, and it is the most expensive kind of correction.

Nothing recorded for Town of Alford on this step yet — 2 questions checked and found unpublished. The guidance above is general.

  4. Have the paperwork on site

The approved plan set, the permit, and the equipment listings should be on site and reachable. Inspectors routinely verify that installed equipment matches what was approved, and that the labels are the ones the plan set promised.

  5. Sign-off, and permission to operate

Passing gives you a final or an equivalent sign-off. That is not the same as permission to operate: PTO comes from the utility, and who tells the utility the inspection passed varies. A system left switched off for weeks is usually waiting on this handover.

    • Who notifies the utility for PTO? Installer/member - not the AHJ. Under paragraph 8 of West Florida Electric's MOG agreement the member completes Sections A, B and C of the application and submits them with the signed agreement, then submits Sections D, E and F - contractor hardware/installation certification, owner acknowledgement, and Section F(1) 'Electrical Code Inspection', signed by the code inspector - together with the paragraph 2 items, which include documentation that local code officials have inspected and approved the system. The co-op then completes Section F(2) 'Satisfies Utility Requirements' and returns a copy. So the AHJ inspector signs the utility's form, but it is the member or installer who files it. 85% · utility interconnection agreement + application form

Q52 Does this AHJ perform its own final solar inspection? Core Who inspects

Yes in jurisdiction, delegated in execution. Alford, not Jackson County, is the inspecting authority inside its town limits, but it employs no inspection staff - the function is administered under contract by Code South.

Why the confidence is not higherInference from two of the authority's own records rather than from any statement of practice: the state register names a private administrator for Alford, and 18 years of the Town's Annual Financial Reports carry no expenditure account 524 'Protective Inspections' while carrying permit revenue from FY2021. The county side is ruled out separately by the geocoding at q1. Held at 60 because no Alford or Code South document describes who actually attends a final inspection.

Q53 If delegated, to whom? Core Who inspects

Why the confidence is not higherThe name, phone and email are read straight from the state register's jurisdiction detail record. The DNS findings are first-hand. Held at 70 because the register's Website field for Alford is empty and Florida's Sunbiz corporate search sat behind a Cloudflare challenge that headless Chrome did not clear this run, so the firm's legal name and the scope of its contract are unconfirmed.

Q62 Who notifies the utility for PTO? Core Final sign-off & PTO
