Miami-Dade County

Verified Aug. 5, 2026

Town of Medley is a town authority in the State of Florida, serving 1,056 residents. This page is the permit route for that jurisdiction: the fifteen steps from working out who has a say over an address through to permission to operate, the documents this authority publishes, and 62 answers taken from those documents and dated.

Jurisdiction & key facts

The standing 62-question set, answered for Town of Medley against this authority’s own published documents. Every answer carries the confidence it was recorded at and the document it came from. Where nothing is published we say so and show where we looked — a blank here is a finding, not a gap.

Town of Medley is the authority having jurisdiction 96% confidence
Holds
Building, Zoning, Electrical, Mechanical, Plumbing/Gas, Roofing and Sign permitting and inspection — all self-administered by the Town's own Building & Zoning Department, not delegated to Miami-Dade County. The Town publishes five consecutive years (FY2019-20 through FY2023-24) of its own FS 553.80(7) reports showing real, growing personnel-services payroll ($587,013.02 actual FY2023-24, up from $529,567.75 FY2022-23) and 18 dedicated FTE against a large permit volume for a town of only 1,056 residents (994 permits issued, 3,025 inspections conducted, 1,127 applications submitted in FY2023-24 alone) — consistent with a tiny residential population sitting inside a very large industrial/warehouse tax base (TIGERweb: 13,167,448 sq m / 5.08 sq mi land area for POP100 1,056, i.e. ~208 residents/sq mi; the Town's FY2025-26 budget separately shows the Medley Landfill, owned/operated by Waste Management Inc., paying the Town a $2,250,000/yr host fee equal to ~6% of total General Fund revenue). Private-provider inspection uptake is negligible (6 of 3,025 conducted in FY2023-24, ~0.2%).
Overridden by
Miami-Dade County's countywide High-Velocity Hurricane Zone (HVHZ, FBC Ch. 16) product-approval/NOA regime for roof-envelope-attached equipment (County Code Sec. 8-40), and the statewide Florida Product Approval system (FS 553.842/553.8425) for non-envelope PV racking, both riding on top of Town permitting; Miami-Dade County Code Compliance surcharge (5% of permit fees collected, per the Town's own fee schedule) and mandatory Miami-Dade CTQB/Municipal Contractor's License for any trade contractor; FS 163.04's bar on any ordinance/HOA rule that prohibits or has the effect of prohibiting a residential solar installation (no Medley-specific ordinance or HOA precondition was located this run to test against it, see q24); FS 553.792(1)(a)'s 30-business-day statutory review ceiling for a typical PV-scale job (no Town-published turnaround commitment was found to compare against it, see q18).
Why not higher
Town of Medley is present in the floridabuilding.org 392-entry statewide register (value=2345, 'Town of Medley'). The Town's own Building and Zoning Department page states plainly it enforces the FBC/NEC/plumbing/mechanical codes and publishes a full 22-page fee schedule, a Permit Application, a Contractor Registration form, an Owner-Builder Affidavit, an HVHZ roofing notification, and five years of its own FS 553.80(7) utilization reports under its own name. The 'actuals' fingerprint this survey treats as strongest — real and GROWING payroll against a real FTE count, not a $0 professional-services shell — is squarely present. No document anywhere (fee schedule, ordinance-adjacent forms, budget) points to delegation to Miami-Dade County for permitting authority; the County's role is countywide surcharge/oversight/product-approval, not AHJ substitution.

  1. Confirm who has a say over your address

A city address is usually permitted by the city, not the county — but not always, and some authorities keep building and hand electrical to someone else. Getting this wrong costs the whole submittal, because every requirement below belongs to whoever actually holds jurisdiction. Check the overlays in the same pass: an HOA, a historic district, a windstorm certification or a system-size cap can reshape the design, and all of them are cheaper to find now than after the array is laid out.

  2. Check who is allowed to apply

Several authorities require the electrical permit to be pulled by a licensed electrician, or require the contractor to be registered with them BEFORE applying. Registration is not same-day. This is second on the list rather than fourth because it is the step most likely to stop the job before the drawings matter.

  3. Build the submittal package

Almost everywhere wants a site plan, a one-line or three-line electrical diagram, equipment cut sheets with listings, and a structural attachment detail. Build it against the published checklist rather than the last jurisdiction you worked in — the checklist is what the reviewer marks against.

    • What documents make up a complete submittal? A completed Permit Application (Master/Sub-Permit, with Owner/Contractor/Architect-Engineer/Contact sections, permit-type checkboxes, legal description/folio number, and work value); the Contractor Registration package if the contractor is not already on file (insurance certificates naming the Town, LBTR copy, state or Miami-Dade CTQB license, photo ID); presumed construction drawings/plans (implied by the Building Official's plan-review role and the fee schedule's per-trade plan-review references, though no itemized drawing checklist is published for solar specifically). No PV-specific submittal checklist (of the kind other Miami-Dade authorities like El Portal publish) exists on the Town's site. 62% · authority's own permit application + contractor registration form (no dedicated PV checklist exists)
  4. Apply and pay

Most authorities now take the whole application through a portal, and several states cap or constrain what a residential solar permit may cost. Check whether plan check is billed separately before you quote the job.

    • Which permit portal does this authority use? BS&A Online (bsaonline.com, uid=2537) — used for scheduling inspections, Building Department record search, and paying Building Department fees online. The Town's Permit Application itself remains a fillable PDF (PermitApplication.pdf) rather than a fully digital form. 88% · authority's own live permit/inspection portal (BS&A Online)
    • Can the whole application be completed online? No — not currently for new applications 85% · authority's own live portal, tested directly
    • What does a residential solar permit cost? No single published flat number for residential PV; fee is computed from job value. Worked example for a $30,000 residential rooftop PV job processed as an Electrical Alteration (Residential): base Electrical fee 3% of job value = $900 (Sec. E.3, minimum $175); State surcharges FS 553.721 (1.0%) + FS 468.631 (1.5%) = 2.5% of the permit fee = $22.50; Miami-Dade County Code Compliance surcharge 5% of permit fees collected = $45.00; Up-Front Processing Fee 20% of the permit fee ($180, credited against the total, non-refundable if the permit is not issued). Subtotal before any City Surcharge or Zoning review ≈ $967.50-$1,102.50, plus a possible $75 Residential Zoning Plan Review fee (Sec. C.18) if Planning applies its review to the installation, and the Town's own 15% 'City Surcharge' technology fee (Sec. B.6) which is worded as applying 'to the total Building Permit fee' — it is not clear from the schedule's own text whether an Electrical-only sub-permit (with no separate Building sub-permit pulled) is also assessed this 15% line. 55% · authority's own fee schedule, worked arithmetically
    • How is the fee calculated? Tiered/valuation-based 90% · authority's own fee schedule
    • Is there a separate plan-check fee? Partially — a Zoning plan-review fee exists (Residential $75 / Commercial $125, fee schedule Sec. C.18) but no separate Building/Electrical/Mechanical/Plumbing plan-review line distinct from the base permit fee itself was found (unlike some Miami-Dade neighbors, e.g. El Portal's $85/trade plan-review line). Sec. G 'Engineering' plan-review fees apply to Public Works items (traffic signals, paving, drainage) rather than to building-trade plan review. 65% · authority's own fee schedule
  5. Plan review — and start the utility in parallel

Interconnection is a separate process from the permit and usually the longer pole. Where the utility does not depend on the permit being issued, running both at once is the single biggest saving available on a residential job.

    • How long is an issued permit valid before it expires? A permit does not have a single flat expiration date stated, but the fee schedule's Renewals table sets the practical validity ladder: renewal within 6 months of issuance costs 50% of the original permit fee; renewal after 6 months (but presumably before 12) costs 100% of the original fee; after 12 months the applicant must apply for an entirely new permit. 82% · authority's own fee schedule
    • Which utility handles interconnection here? Florida Power & Light Co. (FPL) — sole electric seller 90% · authority's own FY2025-26 adopted budget (franchise fee and utility tax narrative + 12-year table)
    • Where does the utility sit in the sequence? Parallel, with a hard sequencing rule at energization: the AHJ's own inspection/approval must occur before the system may operate in parallel with FPL's grid; FPL's own physical interconnection inspection can run concurrently, within 30 calendar days of the customer executing the Standard Interconnection Agreement. 85% · Florida Administrative Code, verbatim rule text, fetched and read first-hand this run

28 questions answered against Town of Medley’s own published documents

Q1 Is this authority the AHJ for residential solar at this address? Core Jurisdiction & scope

Yes

Why the confidence is not higherTown of Medley (value=2345, dropdown listed as 'Town of Medley') appears in the floridabuilding.org 392-entry statewide register of local governments that actually issue building permits. Corroborated first-hand and far more strongly than the register alone: the Town's own Building and Zoning Department page states plainly it enforces the FBC/NEC/plumbing/mechanical codes; the Town publishes five consecutive years (FY2019-20 through FY2023-24) of its own FS 553.80(7) Building Permit & Inspection Utilization Reports naming itself as the enforcing local government, with REAL personnel-services payroll ($587,013.02 actual in FY2023-24, up from $529,567.75 in FY2022-23) and 18 dedicated FTE — the survey's strongest self-run fingerprint (actual payroll present and growing, not a $0 professional-services shell). FY2023-24: 994 building permits issued, 3,025 inspections conducted, only 6 conducted by a private provider (i.e. private-provider uptake near-zero, ~0.2%), $3,693,751.63 in fee revenue.

Q2 What does this authority permit itself, and what does it delegate? Core Jurisdiction & scope

Both

Why the confidence is not higherThe Town self-issues Building, Electrical, Mechanical, Plumbing/Gas, Roofing and Sign permits under one Building & Zoning Department (own fee schedule sections C-F priced and billed by the Town; permit application has stand-alone Building/Electrical/Mechanical/Plumbing/Roofing/Sign checkboxes with a Master/Sub-Permit numbering scheme). Not delegated to Miami-Dade County for permitting authority. Miami-Dade County rides on top only as a countywide surcharge/oversight layer (fee schedule: 'Miami Dade County Code Compliance: Five percent (5%) of the permit fees collected') and via mandatory contractor licensure (Miami-Dade CTQB/Municipal Contractor's License), not as an alternate issuer.

Q3 Is a permit required for a residential rooftop PV system? Core Jurisdiction & scope

Yes

Why the confidence is not higherThe fee schedule and permit application require a Town permit for Building, Electrical, Mechanical and Plumbing work generally, with no PV-specific exemption or threshold found anywhere in the fee schedule, permit application, contractor-registration form, or the Building & Zoning Department's own list of ~30 published permit forms (enumerated in full; none is solar/PV-specific). A rooftop PV system pulls both a Building/structural sub-permit (roof attachment) and an Electrical sub-permit under the Town's general permit-type list ('Building' and 'Electrical' are both stand-alone checkboxes on the Permit Application). Not confirmed against a PV-specific sentence, because none exists in any Medley document found this run.

authority's own permit application + fee schedule (absence of a PV exemption) checked 2026-09-13 http://www.townofmedley.com/forms/PermitApplication.pdf

Q4 Is there a separate electrical permit, or is it combined? Core Jurisdiction & scope

Separate

Why the confidence is not higherThe Permit Application is structured as a Master Permit with Sub-Permits, and 'Electrical' is a stand-alone checkbox distinct from 'Building'. The Town's own 'Affidavit For 30-Day Temporary Electrical Service' form has separate 'Building Permit #' and 'Electrical Permit #' fields, confirming Electrical is numbered and tracked as its own permit even under a coordinated Building master permit. The fee schedule prices 'E. ELECTRICAL PERMITS' (Sec. E.1-7) as a schedule entirely separate from 'C. BUILDING PERMIT FEES'.

authority's own permit application + Electrical 30-Day Temporary Service affidavit checked 2026-09-13 http://www.townofmedley.com/forms/Electrical30DayTemp.pdf

Q5 Who is allowed to pull the electrical permit? Core Who may apply

Licensed/registered electrical contractor (or the owner, as owner-builder)

Why the confidence is not higherThe Contractor Registration form requires the Qualifier's Contractor's License, State License (or Miami-Dade Municipal Contractor's License if not state-certified), Local Business Tax Receipt, insurance/workers' comp and photo ID before the contractor may pull any permit, including electrical. No document states in so many words 'only a licensed electrician may pull the electrical permit' (the general rule follows from FS 489 and Miami-Dade CTQB licensure rather than from Medley's own text), so this is an inference from the registration requirement plus the state licensing floor, not a directly quoted Medley sentence. A homeowner may alternatively self-permit as owner-builder (q7).

authority's own Contractor Registration form checked 2026-09-13 http://www.townofmedley.com/forms/Contractor%20Registration.pdf

Q6 Must the contractor be registered with this authority before applying? Core Who may apply

Yes

Why the confidence is not higherThe Town publishes a dedicated 'Contractor Registration' form (listed among the Building & Zoning Department's permit forms) requiring, before any permit is pulled: Certificates of Workers' Comp & Liability Insurance naming the Town as certificate holder, a copy of the Local Business Tax Receipt, State License, Miami-Dade Municipal Contractor's License (if not state-certified), State Registration, and photo ID of the Qualifier, submitted to building@townofmedley.com.

authority's own Contractor Registration form checked 2026-09-13 http://www.townofmedley.com/forms/Contractor%20Registration.pdf

Q7 Is a homeowner permitted to self-install and self-permit? Who may apply

Yes

Why the confidence is not higherThe Building & Zoning Department's own published forms list includes an 'Owner-Builder Affidavit,' the standard Florida owner-builder self-permitting instrument under FS 489.103(7).

authority's own published form (title only; instructions PDF not separately opened this run) checked 2026-09-13 http://www.townofmedley.com/documents/OWNER-BUILDER-AFFIDAVIT-INSTRUCTIONS.pdf

Q8 What documents make up a complete submittal? Core Submittal package

Why the confidence is not higherAssembled from the Town's own Permit Application form and Contractor Registration form; the Building & Zoning Department's page lists ~30 named permit forms and none is a solar/PV submittal checklist, so the PV-specific portion of this answer is an inference from the general trade-permit process, not a single itemized document.

authority's own permit application + contractor registration form (no dedicated PV checklist exists) checked 2026-09-13 http://www.townofmedley.com/forms/PermitApplication.pdf

Q9 How many copies, and in what format? Submittal package

Nothing published by this authority.

Where we lookedChecked the Building & Zoning Department page (which lists ~30 forms by name) and the Permit Application itself for a stated number of copies or accepted submission format for plan sets; none is published. The BS&A Online portal's own 'Apply for a Permit' function returned 'Permit applications are currently disabled for Town of Medley' when tested live (2026-09-13), so it is unclear whether current practice is email (building@townofmedley.com, the address given for inspection requests) or in-person drop-off; no page states which.

https://www.townofmedley.com/building-and-zoning-department

Q10 Is a site plan required, and what must it show? Core Submittal package

Nothing published by this authority.

Where we lookedSearched the Permit Application, the Building & Zoning Department page, and the Flood Zone Information Request form for a PV-specific site-plan content requirement (what a roof or ground-mount site plan must show); none of Medley's own documents specifies this. The Permit Application itself does carry general Lot/Block/Subdivision/Folio/Flood-Zone/Base-Flood-Elevation fields for all permits, but no dedicated PV site-plan checklist exists.

http://www.townofmedley.com/forms/PermitApplication.pdf

Q11 Is a one-line / three-line diagram required? Core Drawings & calculations

Nothing published by this authority.

Where we lookedSearched the fee schedule, permit application and the Town's full ~30-item published forms list for a one-line/three-line diagram requirement; none names it specifically for PV. Miami-Dade County Code Sec. 8-10(a) (a countywide construction-document specification reaching every permit in the county, per this survey's Miami-Dade findings established at City of West Miami, run 162) requires an electrical 'Diagram with size of service, meter, ground, disconnect switches, feeders, and panels' for every permit — but this is an INHERITED county-level finding, not independently re-confirmed against Medley's own documents this run, so it is recorded here rather than as an answer.

Q12 Are string and conductor calculations required? Drawings & calculations

Nothing published by this authority.

Where we lookedSame as q11: no Medley-specific document requires string/conductor calculations by name. Miami-Dade County Code Sec. 8-10(a) requires 'Calculation: Electrical. Load calculation per N.E.C.' countywide (per this survey's West Miami finding, run 162) — inherited, not independently re-verified for Medley this run.

http://www.townofmedley.com/forms/Fee%20Schedule%20New%20Changes%20Adopted%2007-06-26%20.pdf

Q13 Is a structural PE stamp required, and at what threshold? Core Engineering & stamps

Nothing published by this authority.

Where we lookedSearched the fee schedule's 'G. ENGINEERING' section and the Permit Application for a structural PE-stamp dollar/size threshold specific to PV or roof-mounted equipment; none is published. Miami-Dade HVHZ Chapter 16 (FBC) and the County's product-approval regime (Sec. 8-40, roofing/envelope products) apply generally in this county but Medley's own documents do not state a threshold.

http://www.townofmedley.com/forms/Fee%20Schedule%20New%20Changes%20Adopted%2007-06-26%20.pdf

Q14 Is an electrical PE stamp required, and at what threshold? Engineering & stamps

Nothing published by this authority.

Where we lookedSame search as q13; no electrical-specific PE-stamp threshold is published in any Medley document found this run.

http://www.townofmedley.com/forms/Fee%20Schedule%20New%20Changes%20Adopted%2007-06-26%20.pdf

Q15 What does a residential solar permit cost? Core Fees

Why the confidence is not higherComputed directly from the Town's own 22-page fee schedule (pdftotext -layout, native text layer, no OCR needed), effective 07-06-2026. Confidence capped because Medley's schedule has no PV-specific line (per the survey's 'solar is not a search term' rule, confirmed by a zero-hit search of 'solar'/'photovoltaic' across the whole schedule) and because it is genuinely ambiguous from the schedule's own wording whether the job would be billed as an Electrical Alteration alone, a New-Construction sub-permit, or both, and whether the 15% City Surcharge attaches to an electrical-only sub-permit.

Q16 How is the fee calculated? Core Fees

Tiered/valuation-based

Why the confidence is not higherEvery trade schedule in the fee schedule (Building, Mechanical, Electrical, Plumbing) is priced as a percentage of job value (commonly 2-3%) with a stated dollar minimum, e.g. Electrical Alteration 'Commercial and Residential: 3% job value... Min. fee [$175]'.

Q17 Is there a separate plan-check fee? Fees

Partially — a Zoning plan-review fee exists (Residential $75 / Commercial $125, fee schedule Sec. C.18) but no separate Building/Electrical/Mechanical/Plumbing plan-review line distinct from the base permit fee itself was found (unlike some Miami-Dade neighbors, e.g. El Portal's $85/trade plan-review line). Sec. G 'Engineering' plan-review fees apply to Public Works items (traffic signals, paving, drainage) rather than to building-trade plan review.

Why the confidence is not higherFull-text read of the fee schedule's Zoning Fees (C.18) and Engineering (G) sections; no dedicated building/electrical plan-review fee line was found outside of the base trade permit fee.

authority's own fee schedule checked 2026-09-13 http://www.townofmedley.com/forms/Fee%20Schedule%20New%20Changes%20Adopted%2007-06-26%20.pdf

Q18 What is the stated plan-review turnaround? Core Timeline & validity

Nothing published by this authority.

Where we lookedChecked the Building & Zoning Department page and the fee schedule for a stated plan-review turnaround (business days); none is published (contrast with El Portal, a neighboring Miami-Dade Village, which commits to a 10-business-day 'best efforts' target for one/two-family solar permits). Medley states only office hours and inspection-scheduling notice, not a review-turnaround commitment.

Q19 How long is an issued permit valid before it expires? Timeline & validity

Why the confidence is not higherFee schedule Sec. B.18 'RENEWALS,' verbatim table.

Q20 Which permit portal does this authority use? Core Portal & process

BS&A Online (bsaonline.com, uid=2537) — used for scheduling inspections, Building Department record search, and paying Building Department fees online. The Town's Permit Application itself remains a fillable PDF (PermitApplication.pdf) rather than a fully digital form.

Why the confidence is not higherLive-tested 2026-09-13: bsaonline.com/?uid=2537 resolves to 'Home | Town of Medley | BS&A Online' with working menu items 'Schedule an Inspection,' 'Building Department Record Search,' and 'Pay a Building Department Fee.' Corroborated by the Building & Zoning Department page, which links the same BS&A instance specifically for scheduling inspections.

authority's own live permit/inspection portal (BS&A Online) checked 2026-09-13 https://bsaonline.com/?uid=2537

Q21 Can the whole application be completed online? Core Portal & process

No — not currently for new applications

Why the confidence is not higherLive-tested 2026-09-13: BS&A Online's own 'Apply for a Permit' function (bsaonline.com/CD_PermitApplication/ApplyForPermit?uid=2537) returns 'Something went wrong... An error has occurred: Permit applications are currently disabled for Town of Medley. Check status page for more information.' The menu option exists and other BS&A modules for Medley work (inspection scheduling, record search, fee payment), so this is a proved, dated capability limit specific to the application-submission module, not a general portal outage. The operative route today therefore appears to be the paper PermitApplication.pdf plus email/in-person submission, though no page states the exact channel (see q9).

Q22 Which utility handles interconnection here? Core Utility interconnection

Florida Power & Light Co. (FPL) — sole electric seller

Why the confidence is not higherThe Town's own current FY2025-26 Adopted Budget states outright, twice: 'The electric franchise fee revenue is generated from electric sales by Florida Power & Light (FPL) within the Town's municipal boundaries. The fees are established by the franchise agreement between the Town and the Utility' and 'The Electric Utility Tax is derived from a 10% tax levied within the Town's boundaries on each customer's electric bill from Florida Power & Light.' No second electric seller (co-op, IOU, or municipal) is named anywhere in the budget's franchise/utility-tax tables (Table 3), which show a single Franchise-Fee-Electricity line and a single Utility-Tax-Electricity line across 12 fiscal years (FY2025-26 budgeted: $2,000,000 franchise + $1,800,000 utility tax). The Town's own Utilities Department is water/sewer only (it purchases water from Miami-Dade Water and Sewer Authority and has no electric function), ruling out a municipal electric utility. EIA-861 lists a second Miami-Dade County seller countywide (City of Homestead's municipal utility), but Homestead's service footprint is confined to the City of Homestead, roughly 25 miles south of Medley near the tip of the peninsula, with no territorial overlap in northwest-central Miami-Dade where Medley sits — so the county-level EIA figure does not raise Medley's own count above one. This is a franchise/utility-tax-line proof (per this survey's fee-shape method), stronger than an inferred or GIS-sampled seller, because it is the Town's own ledger naming the seller directly and by name, current fiscal year.

authority's own FY2025-26 adopted budget (franchise fee and utility tax narrative + 12-year table) checked 2026-09-13 http://www.townofmedley.com/documents/Annual%20Budget%20FY%202025-2026.pdf

Q23 Where does the utility sit in the sequence? Core Utility interconnection

Why the confidence is not higherFAC 25-6.065(5)(a) (verbatim, read first-hand this run from the current rule text behind flrules.org's gateway page): the Standard Interconnection Agreement must contain 'a requirement that customer-owned renewable generation must be inspected and approved by local code officials prior to its operation in parallel with the investor-owned utility.' Subsection (7)(d): 'All physical inspections must be completed by the utility within 30 calendar days of receipt of the customer's executed Standard Interconnection Agreement' — i.e. concurrent with, not sequential to, the Town's own permitting/inspection process. This is a statewide IOU rule (applies to FPL, confirmed as Medley's seller at q22), not a Medley-specific document, but it was fetched and read directly this run rather than carried from another authority's file.

Q24 Is a HOA or architectural approval required first? Overlays & special cases

Nothing published by this authority.

Where we lookedSearched the fee schedule, permit application, contractor-registration form and the Town's own site enumeration (36 pages via /site-index) for an Architectural Review Board, HOA-approval requirement, or similar precondition on the permit application; none is published or referenced. The Town's Code of Ordinances is not independently reachable this run (library.municode.com/fl/medley/codes/code_of_ordinances resolves only to Municode's empty Angular SPA shell — a byte-identical 6,095-byte page for every path per this survey's known Municode trap; api.municode.com/ClientContent/12454 returns codes:[] while a positive control on a known-good client, Jacksonville Beach/2757, returns real data, so the empty result is at minimum ambiguous and was not resolved this run; codelibrary.amlegal.com 403s). If a private HOA/deed-restriction regime exists in a Medley subdivision it would in any case be void as a flat prohibition under FS 163.04(2), which permits only siting discretion within 45 degrees of due south.

Q25 Is there a historic-district review? Overlays & special cases

Nothing published by this authority.

Where we lookedNo Historic Preservation Board or historic-district page exists on the Town's own 36-page site (enumerated via /site-index). Miami-Dade County Code Sec. 16A-3.1(2)(a) makes County historic-preservation jurisdiction (Ch. 16A) the DEFAULT for every Miami-Dade municipality that has not opted out with its own ordinance; the County's own published list of the ten municipalities that HAVE opted out (Coral Gables, Hialeah, Homestead, Miami, Miami Beach, Miami Shores, Miami Springs, Opa-locka, South Miami, Sunny Isles Beach — established in this survey's City of West Miami run, 162) does not include Medley, which would place Medley under the County's default Ch. 16A jurisdiction by elimination. This is an INHERITED, not independently re-verified finding (the County's Historic Resource Guide roster of covered municipalities was not re-opened for Medley's name this run), so it is recorded here rather than as an answer.

Q26 Is a wind or windstorm certification required? Overlays & special cases

Yes

Why the confidence is not higherMedley is in Miami-Dade County, one of Florida's two statutory High-Velocity Hurricane Zone counties (FBC Chapter 16), and the Town's own published 'Roofing - HVHZ Owners Notification' form (citing FBC-B Sec. 1524, Chapters 15-16) is a required part of any roofing/roof-attachment permit package. Any roof-mounted PV racking that is part of the roof envelope requires Miami-Dade County product-approval/NOA per County Code Sec. 8-40 (roofing is explicitly on the Sec. 8-40 envelope-products list); rack-mounted PV added to an existing roof (not itself an envelope product) instead needs Florida Product Approval under FS 553.842/553.8425. This product-class distinction is inherited from this survey's Miami-Dade County-wide finding (City of West Miami, run 162) and not independently re-confirmed against a Medley-specific document beyond the HVHZ owner's-notification form itself.

Q27 Is a Specific Use Permit or Council approval ever required? Overlays & special cases

Nothing published by this authority.

Where we lookedSearched the fee schedule (which does list a Land Development Orders section, K, pricing Land Use Plan Amendments and Rezonings) and the Permit Application for any PV-specific council/special-exception trigger; none is stated. The 'Special Exception Form' exists among the Town's published forms but nothing ties it to solar/PV specifically.

Nothing published by this authority.

Where we lookedSearched the fee schedule, permit application and the full published forms list for a Medley-specific kW or system-size cap on residential generation; none is published. The only size-linked limits found are FAC 25-6.065's own Tier boundaries (10kW/100kW/2MW), which are a utility interconnection qualification, not a Town zoning cap.

Install 5 steps · 20 questions
  1. Build to the code editions actually in force here

The NEC edition a jurisdiction enforces is often a cycle behind the newest one published, and local amendments sit on top of it. Rapid shutdown, conductor sizing and labelling all change between editions, so the edition in force is the first thing to establish, not the last.

  2. Fire access, setbacks and pathways

Ridge setbacks and roof access pathways are fire-service requirements and they constrain the array layout. They are the most common cause of a redesign after the fire department comments on a plan set.

Nothing recorded for Town of Medley on this step yet — 1 question checked and found unpublished. The guidance above is general.

  3. Rapid shutdown

Which rapid-shutdown rule applies follows directly from the NEC edition in force, and the initiation device has to be at a location the fire service can reach and identify. This is inspected, and it is labelled.

  4. Labels and placards

The NEC sets a baseline for permanent markings at the service equipment and the disconnecting means. On top of that, an authority may specify its own wording, and the utility may specify more again. Where any of them writes its own text, a generic off-the-shelf label set will not pass — this is the detail most often fixed on a return visit.

  5. Disconnect, storage and listed equipment

Where the AC disconnect must sit relative to the meter is usually the utility's rule, not the building department's. Battery storage frequently carries its own permit, its own inspection and its own fire conditions.

    • Must equipment be on a specific approved list? Yes — via Miami-Dade County's Notice of Acceptance (NOA)/Product Approval system for roof-envelope products (racking integrated into the roofing envelope), and/or the statewide Florida Product Approval system (FS 553.842/553.8425) for rack-mounted PV added to an existing roof. 68% · authority's own HVHZ form + inherited Miami-Dade County Code Sec. 8-40 finding

Q29 Which NEC edition is in force? Core Code editions in force

2020 NEC (NFPA 70-2020), incorporated by reference via the Florida Building Code, 8th Edition (2023).

Why the confidence is not higherNot read first-hand from NFPA 70 text (paywalled). Two consistent but indirect sources: (1) the Town's own current fee schedule (effective 07-06-2026), Sec. 22 'UNSAFE STRUCTURE,' states 'In compliance with the 2020 Florida Building Code, National Electrical Code, and Miami County Code...' — Medley's own text, though drafted in a section that appears not to have been updated for the 8th-edition (2023) banner elsewhere on the same department's page (see q32); (2) statewide, the FBC 8th Edition (2023) is documented elsewhere in this survey (via a secondary code-reference source, up.codes) as incorporating NEC 2020.

Q30 Which building code edition is in force? Core Code editions in force

Florida Building Code, 8th Edition (2023), effective 31 December 2023.

Why the confidence is not higherThe Town's Building and Zoning Department page states directly, as a banner: 'Florida Building Code 8th edition (2023) Effective December 31, 2023.' The FBC is a single state-mandated edition on a triennial cycle under FS 553.73; no Florida local government selects its own base edition.

Q31 Which fire code edition is in force? Code editions in force

Nothing published by this authority.

Where we lookedfloridabuilding.org's own code-adoption pages and the State Fire Marshal's site were not independently checked this run for the current Florida Fire Prevention Code edition; NFPA 1/101 text is paywalled per this survey's standing rule ('unread means unreached'). Medley's own site has no Fire Department page at all (absent from the full 36-page site enumeration, unlike Building & Zoning, Police, Public Works, Water & Sewer, Social Services), consistent with fire service being provided by Miami-Dade Fire Rescue (MDFR) rather than a Medley department, per this survey's general Miami-Dade pattern — but this specific arrangement was not independently confirmed for Medley this run (no interlocal agreement or MDFR service-area document was located).

https://www.townofmedley.com/building-and-zoning-department

Q32 Are there local amendments to any of the above? Core Code editions in force

Ambiguous within the Town's own documents.

Why the confidence is not higherThe Building & Zoning Department page's own banner states the current edition is 'Florida Building Code 8th edition (2023) Effective December 31, 2023,' while Sec. 22 of the SAME current fee schedule (effective 07-06-2026) states enforcement is 'In compliance with the 2020 Florida Building Code' — an internal drafting inconsistency (stale cross-reference not updated when the 8th edition took effect) rather than a confirmed, deliberate local technical amendment ordinance. No Medley-specific local-amendment ordinance to the FBC/NEC was located (Municode and American Legal both unreachable this run, see q24); Miami-Dade County's own local amendment package is County Code Ch. 8 (Sec. 8-31 technical amendments: plumbing flow rates, pool/spa GFCI, water submeters; Sec. 8-32: FBC Section 103 floodplain-administrator amendment only — per this survey's City of West Miami finding, run 162, which found ZERO solar/photovoltaic mentions in the full 230KB chapter). That county-level finding is inherited, not independently re-confirmed for Medley this run.

Q35 Is a specific mounting system or attachment spacing required? Structural & mounting

Nothing published by this authority.

Where we lookedNo PV-specific mounting/attachment-spacing table is published in the fee schedule, permit application, or forms list. Miami-Dade County Code Sec. 8-10(a) requires a framing plan showing 'roof mounted equipment,' 'pressures for wind design,' 'load and load transfer calculations required by the Code,' and the roofing material's Product Approval Number for every permit countywide (per this survey's West Miami finding, run 162) — inherited, not independently re-verified against a Medley document this run.

Nothing published by this authority.

Where we lookedSearched the fee schedule, HVHZ roofing form and full forms list for a ridge-setback or fire-access-pathway dimension for rooftop PV; none is published. Florida Fire Prevention Code / NFPA 1 text is paywalled (see q31) so the underlying state-level pathway rule was not independently confirmed either, and Medley's own site has no Fire Department page or fire-code adoption ordinance available this run.

Q37 Is rapid shutdown required, and to which NEC edition? Core Rapid shutdown

Rapid shutdown is required, per NEC 690.12 as incorporated by the 2020 NEC referenced in the FBC 8th Edition (2023) (see q29).

Why the confidence is not higherInferred from the adopted code edition rather than read first-hand from NFPA 70 text, which is paywalled; no Medley-specific document (fee schedule, permit application, or any of its ~30 forms) separately states a rapid-shutdown requirement or references NEC 690.12 by number.

Q38 Which placards does this authority require at the service equipment? Core Labels Signage & labelling

Not separately published by the Town; the applicable placard regime is set by the interconnecting utility, FPL.

Why the confidence is not higherNo Medley document (fee schedule, permit application, forms list, department page) specifies its own placard requirement for solar service equipment. Per this survey's prior first-hand-verified FPL tariff findings (carried from the standing baseline, not independently re-fetched this run — FPL's own DG/net-metering pages were not attempted this run), FPL's DG tariff Sec. XIII.A.6 requires an engraved meter-can placard that is NOT tier-scoped, reaching even a Tier 1 (<=10kW) job.

Q42 Does the UTILITY specify placards beyond the AHJ's? Core Labels Signage & labelling

Yes, per prior first-hand-verified findings in this survey for FPL (not independently re-confirmed this run): an engraved meter-can placard under FPL's DG tariff Sec. XIII.A.6 applies regardless of Tier, and Sec. A.5 imposes an additional requirement whenever the interconnection uses a line-side tap, regardless of tier.

Why the confidence is not higherCarried forward from this survey's standing baseline (FPL's own tariff independently fetched and rendered in earlier Miami-Dade runs in this survey); FPL's own net-metering/interconnection pages were not independently re-fetched for Medley this run — flagged and capped accordingly.

Q44 Must equipment be on a specific approved list? Equipment listing

Why the confidence is not higherThe Town's own Roofing - HVHZ Owner's Notification form and Contractor Registration form (requiring Miami-Dade Municipal Contractor's License) confirm the countywide HVHZ/product-approval regime applies to roof-attachment work generally. The specific PV-vs-envelope-product distinction (County Code Sec. 8-40's list of envelope products includes roofing but not PV modules/racking/inverters directly) is an INHERITED finding from this survey's City of West Miami run (162), not independently re-verified against a Medley-specific document this run.

Inspection 5 steps · 14 questions
  1. Book it

Booking is a portal, a phone call or an email depending on the authority, and the notice required is rarely zero. Book before the work is finished rather than after — the lead time, not the work, is usually what sets the date.

    • How is an inspection booked? Phone or the BS&A Online portal 85% · authority's own department page
    • How much notice is required? At least 24 hours 85% · authority's own department page
    • Are same-day or AM/PM windows offered? No AM/PM sub-windows are published; instead each trade has fixed inspection days: Building Tuesday-Thursday; Roofing Tuesday & Thursday; Electrical Tuesday & Wednesday; Plumbing Tuesday-Thursday; Mechanical Tuesday-Thursday; Zoning finals by email request. 85% · authority's own department page
  2. Know who turns up

Some authorities inspect their own solar work; some delegate it, and a few do not inspect the PV equipment itself at all. Who is coming determines what they will look at.

  3. Work the stages in order

A rough-in or mid-roof inspection, where one is required, has to happen before the work it covers is closed up. Missing a stage means opening something back up, and it is the most expensive kind of correction.

    • Which inspections are required, and in what order? Trade approval blocks on the Permit Application list Zoning, Structural, Building, Electrical, Mechanical, Plumbing, Roofing and Flood as the possible inspection/approval lines for a permit; the fee schedule's Schedule-of-Inspections list (q51) shows Building, Roofing, Electrical, Plumbing and Mechanical each inspected on fixed days. No PV-specific inspection sequence (e.g. Electrical rough then final) is separately published. 60% · authority's own permit application + department page (no PV-specific sequence published)
  4. Have the paperwork on site

The approved plan set, the permit, and the equipment listings should be on site and reachable. Inspectors routinely verify that installed equipment matches what was approved, and that the labels are the ones the plan set promised.

  5. Sign-off, and permission to operate

Passing gives you a final or an equivalent sign-off. That is not the same as permission to operate: PTO comes from the utility, and who tells the utility the inspection passed varies. A system left switched off for weeks is usually waiting on this handover.

    • What is issued on pass? Certificate of Completion (alteration to an existing structure — the typical case for a residential PV retrofit) or Certificate of Occupancy (new construction); a Temporary CC/CO (TCC/TCO) is also available at the same fee. 80% · authority's own fee schedule
    • Who notifies the utility for PTO? Installer/customer notifies FPL and executes FPL's Standard Interconnection Agreement, using the Town's final inspection/CO-CC as the trigger that allows parallel operation to begin. 55% · Florida Administrative Code (state rule, read first-hand this run); FPL's own process page not fetched this run
    • Is there a re-inspection fee? $125.00 per additional inspection beyond the initial and one follow-up inspection (Sec. 13.a 'Additional Inspection Fee'), rising to 4x the fee for a documented repeat code violation under the FS 553.80 enforcement provision quoted in the schedule itself (Sec. 13.c.2). 90% · authority's own fee schedule
    • How are corrections issued and cleared? Corrections are cleared by requesting and paying for the applicable re-inspection; the base permit fee entitles the holder to only an initial and one follow-up inspection per mandatory inspection type, and each further inspection required to establish compliance costs $125.00. Where the same code violation is documented on three or more consecutive rejections, the Town's own quoted FS 553.80(2)(c)/(b) enforcement language authorizes a fee of 4x the proportional plans-review or re-inspection fee for each further review/inspection of that same violation. 80% · authority's own fee schedule

Why the confidence is not higherEnumerated the Building & Zoning Department's full published forms list (~30 items: Change of Contractor, CO Checklist, Electrical 30-Day Temp, Fire-Rated Joint & Penetration Affidavit, Flood Zone Info Request, Flooring/Soundproofing Permit, Insulation Certificate, Fence Installation Requirements, Low-Voltage Labels Application, Liens Request, Mobile Home Approvals, Owner-Builder Affidavit, Plan Search Request, Private Provider Package, Permit Application, Permit Extension, Recertification, Revisions/Shop Drawings, Roofing HVHZ Owners Notification, RUM Inspection Sample Letter, Right-of-Way forms, Special Exception, Special Inspector, Truss Inspection Sample Letter) plus the fee schedule and the BS&A portal's menu — none is a dedicated solar/PV inspection checklist (unlike El Portal's dedicated Solar Submittal Checklist), so this is a proved zero across the four lists this survey asks for (fee schedule, permit-or-no-permit forms list, inspection-day schedule, BS&A portal menu), not a bounded absence.

Q58 What must be on site at inspection? Core Documents on site

No PV-specific on-site document requirement is published by the Town. Miami-Dade County Code Sec. 8-10(c) requires a weatherproof permit card to be posted conspicuously at the front of the premises for the duration of the work — a countywide requirement (per this survey's West Miami finding) that would apply to any Medley job, though not independently re-verified against a Medley-specific document this run.

Why the confidence is not higherInherited Miami-Dade County Code Sec. 8-10(c) finding, not independently re-confirmed for Medley this run; no Medley-specific document (fee schedule, permit application, forms list) separately states an on-site documentation requirement.

Q59 Is there a re-inspection fee? Corrections & re-inspection

$125.00 per additional inspection beyond the initial and one follow-up inspection (Sec. 13.a 'Additional Inspection Fee'), rising to 4x the fee for a documented repeat code violation under the FS 553.80 enforcement provision quoted in the schedule itself (Sec. 13.c.2).

Why the confidence is not higherFee schedule Sec. 13.a and 13.c.2, verbatim (the latter quoting the FS 553.80(2)(c) enforcement text directly in the schedule).

Q60 How are corrections issued and cleared? Corrections & re-inspection

Why the confidence is not higherFee schedule Sec. 13.a (Additional Inspection Fee) and Sec. 13.c (Enforcement Florida Statute 553.80), verbatim.

Q61 What is issued on pass? Core Final sign-off & PTO

Certificate of Completion (alteration to an existing structure — the typical case for a residential PV retrofit) or Certificate of Occupancy (new construction); a Temporary CC/CO (TCC/TCO) is also available at the same fee.

Why the confidence is not higherFee schedule Sec. H 'CERTIFICATE OF OCCUPANCY & COMPLETION FEES': separate CC and CO fee lines ($250 minimum or $0.10/sq ft, capped at $1,200), each with a temporary version at the same rate structure.

Q62 Who notifies the utility for PTO? Core Final sign-off & PTO

Installer/customer notifies FPL and executes FPL's Standard Interconnection Agreement, using the Town's final inspection/CO-CC as the trigger that allows parallel operation to begin.

Why the confidence is not higherNot stated in any Medley document (the Town's role ends at its own final inspection/CO-CC). Inferred from FAC 25-6.065(7)(d), fetched and read first-hand this run: the customer must execute the Standard Interconnection Agreement, and the utility completes its own physical inspection within 30 calendar days of that execution before parallel operation begins — in Florida IOU practice this step is customer/installer-initiated, not AHJ-initiated. Not independently confirmed against FPL's own process page this run.
